Business Services Manager III

Job Summary:
We are seeking a highly skilled Business Services Manager III to join our team at the Texas Department of Aging & Disability Services. As a key member of our Regional Administrative Services team, you will be responsible for administering and directing Business Services programs for a designated geographic area.

Key Responsibilities:
  • Manage and direct Business Services programs, including facility acquisition, facility management, and operations, warehouse operations, asset management, administrative contract management, and the development of service level agreements.
  • Develop and maintain good working relationships with internal leaders, community leaders, advisory groups, and elected officials.
  • Represent Regional Administrative Services on committees and workgroups, and at agency and community meetings.
  • Manage personnel functions, including recruiting, interviewing, hiring, leave approval, and time records.
  • Develop and approve schedules, priorities, and standards for achieving goals.
  • Plan, assign, and supervise the work of Business Services staff.
  • Lead the development and implementation of guidelines, procedures, and regulations impacting the customer service delivery system.
  • Oversee the preparation of management and productivity reports, internal audits, special reviews, research studies, forecasts, and modeling exercises.

Requirements:
  • Considerable knowledge of local, state, and federal laws and regulations relevant to business services, facility operations, and contract management.
  • General knowledge of the programs of the Texas Health and Human Services agencies.
  • Knowledge of the principles of effective management, including organizing, coordinating, planning, scheduling, and implementing initiatives.
  • Strong written and oral communication skills.
  • Ability to establish program goals and objectives.
  • Ability to manage multiple tasks requiring flexibility in work prioritization.
  • Ability to identify problems, develop and evaluate policies and procedures, and implement effective solutions.
  • Ability to develop clear and concise reports.
  • Ability to plan, assign, and effectively supervise the work of others.
  • Ability to exercise sound judgment and make independent decisions in accordance with established policies and procedures.
  • Ability to establish and maintain effective working relationships with customers, staff, peers, management, and external contacts.

Working Conditions:
  • Ability to travel locally and across the state, which may include overnight stays.
  • Ability to work outside normal business hours as required.
