OPEN POSITION: The collaborative effort between local authorities has established a Joint Powers Authority (JPA) aimed at executing the Inglewood Transit Connector (ITC) Project. This initiative encompasses the design, construction, financing, operation, and maintenance of a 1.6-mile automated transit system featuring three stations, designed to connect key activity centers.
Lea+Elliott is tasked with providing specialized consulting services to the JPA, and we are looking for a seasoned Project Director to oversee our contributions and play a pivotal role within the ITC program team. The Project Director will collaborate with our team of subject matter experts, managing the Developer's design, manufacturing, construction, testing, commissioning, safety certification, and transition to operational service.
NOTE: This role will initially allow for a hybrid work arrangement for approximately the first six months, transitioning to a predominantly on-site position thereafter.
ESSENTIAL QUALIFICATIONS:
- Bachelor's degree in engineering or architecture
- A minimum of 20 years of experience in managing complex, multi-disciplinary engineering design and construction projects
- Exceptional verbal and written communication skills
- Proficient understanding of project management and control systems
- Experience with Design/Build transit construction projects exceeding $300 million
- Ability to work collaboratively within a team and effectively delegate tasks
- Registered Engineer (Mechanical, Electrical, Civil, or Structural) in California
PREFERRED QUALIFICATIONS:
- Familiarity with performance-based contract documentation
- Experience in rail or automated transit infrastructure projects, including automatic train control and communication systems
- Knowledge of FTA's New Starts program and Buy America stipulations
- Experience in testing, commissioning, and activating rail or automated transit systems
- Background in operations and maintenance of rail or automated transit systems
- Expertise in design and construction change management
- Understanding of ATS safety and security protocols
- Knowledge of CPUC General Orders related to rail transit and safety certification processes or similar compliance experience with safety oversight agencies.
