Senior Loan Specialist, Clean Water State Revolving Fund

The Oregon Department of Environmental Quality is seeking a highly skilled Senior Loan Specialist to lead the Clean Water State Revolving Fund loan program. As a key member of the Water Quality Division, you will be responsible for overseeing and managing a complex budget, providing technical advising on financial and loan management activities, and working closely with external partners to implement the program.
Key Responsibilities:- Lead the Clean Water State Revolving Fund loan program, representing the program on financial and loan management activities.
- Provide technical advising on financial and loan management activities, including monthly and year-end reconciliation, federal and state reporting, and reviewing and notating of financial statements.
- Work closely with external partners, including the U.S. Environmental Protection Agency, co-funders, and other state and federal agencies to implement the program.
- Assist communities throughout Oregon by providing information about the program, assisting borrowers with the application process, and issuing loan agreements and amendments.

Requirements:- Bachelor's degree in business administration, economics, finance, accounting, or a related field, AND 3 years of experience analyzing and underwriting residential, commercial, or public sector loans; OR
- Bachelor's degree in business administration, economics, finance, accounting, or a related field, AND 3 years of experience as a business finance officer or in economic or community development or project development; OR
- Bachelor's degree in any field with an MBA, MPA, or MA in management that included an emphasis in general accounting, cost accounting, financial accounting, financial reporting, financial intermediation, finance, or marketing, AND 2 years of experience at the level of a business finance officer or senior loan officer
- Experience in a leadership role for a lending program, including demonstrated ability to manage funds in accordance with best practices and accounting principles, the financial markets, and analysis and reporting of financial data.
- Experience with public lending or grants for infrastructure projects.
- Commitment to public service and supporting communities seeking to make water quality improvements and protect public health.
- Experience working with state and federal loan policies and regulations; general understanding of State tax exempt bonding process, including market conditions and pricing, issuance, premium vs. discount, and repayment terms.
- Experience analyzing data on loan disbursements, repayments, federal transfers, state match, interest earnings, and administrative expenditures and other related sources and uses of cash; experience preparing internal documents for loan disbursement requests for review, approval, and processing by agency financial services.
- Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences; skill in writing and presenting clear and concise reports that include qualitative and quantitative analyses, recommendations, and conclusions to diverse audiences.
- Demonstrated experience building and fostering relationships with program staff and diverse group of partners including colleagues, interested parties, communities, organizations, and businesses.
- Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
- Demonstrated emotional intelligence and capacity to work well in a team environment and with diverse interested parties.

This position will be based out of DEQ's Headquarters office in Portland; however, the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.
There will be occasional in-state and out-of-state travel for project visits, meetings, seminars, public hearings and meetings, conferences, and trainings, some of which may involve evening work, overnight stays, and/or weekend work.
