Key Responsibilities

  • Acts as the Chief Cadastral Surveyor, recognized as the authority on cadastral survey operations as detailed in the BLM Manual 9600, and may represent the United States in international cadastral survey initiatives.
  • Provides comprehensive oversight for the BLM's Cadastral Survey Program, including advising the Division Chief on the formulation and execution of programmatic policies and conducting internal evaluations.
  • Functions as a land management policy specialist within the BLM's Cadastral Survey Program.
  • Serves as the primary expert on cadastral policy and data requirements, particularly in relation to updating title, boundary, and associated geographic information systems to align with Federal land status systems, including the MRLS.
  • Acts as the principal advisor to all BLM State Offices and Cadastral Survey Programs on matters concerning cadastral surveys, SBE certificates, MLB plans, land transactions, rights-of-way, land tenure activities, and other programs involving boundary, title, and geospatial challenges.
  • Facilitates coordination between the BLM and various entities, including international, Federal, State, local, tribal governments, organizations, and private sectors in the execution of cadastral survey functions managed by the Federal Government.
  • Oversees a diverse team of professionals.
  • Organizes work assignments for subordinates based on their skills and expertise; provides guidance and instruction on work and administrative issues.
  • Assesses the performance of team members; establishes performance benchmarks and identifies training needs, ensuring the provision or arrangement of necessary development opportunities.
  • Responsible for programming and annual budget submissions, ensuring that program achievements align with budgetary constraints.
