Bilingual HR Manager Job Description

We are seeking a highly skilled and experienced Bilingual HR Manager to join our team at Comrise. The successful candidate will be responsible for overseeing the daily workflow of the HR department, managing HR staff, and providing constructive and timely performance evaluations.

Key Responsibilities:
  • Oversee the daily workflow of the HR department and manage HR staff.
  • Provide constructive and timely performance evaluations.
  • Handle discipline and termination of employees in accordance with company policy.
  • Partner with the HR Director to support the department.
  • Plan, lead, develop, coordinate, and implement policies, processes, training, initiatives, and surveys to support the organization's human resource compliance and strategy needs.
  • Administer or oversee the administration of human resource programs, including compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Assist in identifying staffing and recruiting needs; develop and execute best practices for hiring and talent management.
  • Assist in overseeing employee disciplinary meetings, terminations, and investigations.
  • Provide support and guidance to HR staff, management, and other managers/supervisors when complex, specialized, and sensitive questions and issues arise.
  • Monitor and ensure the organization's compliance with federal, state, and local employment laws and regulations, and recommend best practices.
  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources and employment law.
  • Analyze trends in compensation and benefits; research and propose competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
  • Create learning and development programs and initiatives that provide internal development opportunities for employees.
  • Provide support to company HR and the leadership team of affiliates to ensure compliance with federal, state, and local employment laws and regulations, and recommended best practices.
Requirements:
  • Business level English – read/write/speak/listen.
  • Bilingual in Japanese (2nd choice) or Korean (1st choice) language.
  • Bachelor's degree in Human Resources, Business Administration, or equivalent work experience.
  • Minimum 3 years of Human Resource Management experience.
  • Strong analytical and problem-solving skills.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal, negotiation, and conflict-resolution skills.
  • Proficient with Microsoft Office Suite.
