Under general supervision, the Building Plans Reviewer and Senior Building Plans Reviewer are tasked with evaluating residential and commercial construction plans to ensure adherence to applicable codes and regulations. These roles require collaboration with various departments, architects, and engineers, issuing building permits, and providing extensive customer support. The Senior Building Plans Reviewer also mentors and trains junior staff to manage workloads effectively and offers advanced assistance by participating in pre-construction meetings and serving as a liaison between inspections and plan review. Both positions play a vital role in ensuring building safety and regulatory compliance while providing educational outreach and departmental support.

Key Responsibilities

The following duties are representative of the primary responsibilities associated with these positions and are not intended to be an exhaustive list:
  • Examine residential and/or commercial construction plans for compliance with architectural, structural, plumbing, HVAC, electrical, and landscaping codes.
  • Collaborate with architects, engineers, and relevant departments during plan reviews to ensure compliance with zoning and building regulations.
  • Issue building permits following thorough evaluations of plans.
  • Provide training and oversight to junior Building Plans Reviewers, managing and distributing workload within the general queue.
  • Engage with architects, engineers, contractors, and clients to address inquiries and resolve issues related to building and zoning codes.
  • Educate developers, architects, engineers, and community members on building codes and ordinances through meetings and direct responses to inquiries.
  • Maintain and update reference materials, manuals, and departmental files; attend pre-construction meetings and act as a liaison between inspections and plan review.
  • Assist with customer service by managing challenging phone calls, providing support during staff shortages, and responding to inspection or code-related inquiries.

Qualifications

Education and Experience:
Building Plans Reviewer:
  • Associate's degree in Construction Management, Engineering, Architecture, or a related field with two (2) years of plan review or inspection experience or equivalent.
  • ICC Certified Residential Building Plans Examiner or the ability to obtain certification within one (1) year of employment.
Senior Building Plans Reviewer:
  • Bachelor's degree in Construction Management, Engineering, Architecture, or a related field with three (3) years of plan review or inspection experience or equivalent.
  • ICC Commercial Building Plan Reviewer or Certified Senior Plans Examiner.
Other combinations of education and experience may be considered.

Knowledge and Skills:
  • Understanding of city rules, regulations, policies, and procedures, particularly regarding codes and ordinances.
  • Familiarity with project management methods and techniques.
  • Knowledge of the Allen Land Development Code and zoning restrictions, as well as relevant building codes.
  • Proficiency in building plan review methods and techniques.
  • Competence in modern office practices, procedures, and equipment.
Skills in:
  • Establishing and maintaining effective working relationships with professionals, support staff, vendors, the public, and city employees.
  • Assessing and prioritizing multiple tasks, projects, and demands.
  • Delivering exceptional customer service and conflict resolution.
  • Analyzing, interpreting, and verifying complex plans and specifications for code compliance.
  • Identifying problems, proposing alternative solutions, and implementing recommendations that align with organizational goals.
  • Utilizing a personal computer with various business software applications.
  • Reading and comprehending city, state, and federal regulations.
  • Creating, preparing, and proofreading reports, documents, and correspondence.
  • Working effectively in a fast-paced environment with shifting priorities.
  • Communicating effectively in both oral and written formats.
Special Requirements:
  • Must possess a valid Texas Class C driver's license.

General Supervision: Work is typically reviewed upon completion, with occasional checks during the process to ensure accuracy and compliance with established standards; autonomy is granted at the service or program level, and work is subject to general and departmental policies, procedures, and guidelines.
