Position Overview:

The State of Maine is seeking a dedicated professional to lead the Audit and Compliance Unit within the newly established Paid Family and Medical Leave (PFML) Program. This role is pivotal in ensuring the effective implementation of one of the most significant programs in recent state history, aimed at providing essential services to residents in need.

Key Responsibilities:
  • Develop and oversee specialized audit programs to ensure timely and efficient operations.
  • Manage a team of professionals, ensuring adherence to deadlines and quality standards.
  • Analyze performance metrics and relevant data to enhance operational effectiveness.
  • Create an audit risk assessment framework for senior management to identify critical audit areas.
  • Engage with the public to explain laws and regulations with tact and clarity.
  • Draft process guides and documentation for compliance with established rules and statutes.
  • Provide guidance on PFML laws and administrative procedures to various stakeholders.
  • Advise on legal or procedural actions to ensure proper collection of dues and compliance with substitute plans.
Required Skills and Knowledge:
  • Comprehensive understanding of GAAP, GASB, and auditing standards.
  • Ability to apply materiality concepts in audit assessments.
  • Proficient in planning, scheduling, and evaluating professional staff work.
  • Familiarity with agency policies and operational goals.
  • Knowledge of electronic data processing systems.
  • Strong supervisory skills to guide subordinate personnel.
  • Capability to present and defend audit findings effectively.
  • Excellent communication skills.
  • Experience in developing and implementing policies and procedures.
  • Research skills for laws and regulations to provide sound advice.
  • Willingness to learn and apply new accounting and auditing standards.
  • Proficient in using relevant computer applications and auditing electronic records.
Minimum Qualifications:

Certification as a CPA, CIA, or CISA, or a Master's Degree in Business Administration or a related field with relevant experience. Alternatively, a Bachelor's Degree in Accounting, Business Administration, or a related field with substantial auditing experience, or equivalent qualifications that meet the requirements for professional auditing roles.
