POSITION SUMMARY:
The Program Attorney serves as an educator within the judicial branch, significantly contributing to the dissemination of legal knowledge and the design and execution of engaging educational initiatives for judges and court personnel.


KEY RESPONSIBILITIES:

• Collaborating on the creation, management, and execution of both in-person and virtual educational programs for judges, prosecutors, and court support staff;

• Delivering presentations, participating as a panelist, and moderating discussions at TMCEC events;

• Evaluating data to assess, plan, and enhance program offerings and content;

• Conducting needs assessments to tailor curriculum designs for specific target audiences;

• Facilitating the development and implementation of educational materials;

• Identifying and suggesting relevant topics for presentations;

• Organizing agendas and instructional content;

• Recruiting, preparing, and managing faculty members;

• Assisting faculty in creating course materials, presentations, and instructional methods;

• Drafting correspondence and materials for assigned programs, including seminar descriptions, learning objectives, speaker bios, and applications for Continuing Legal Education (CLE) and Board of Legal Specialization (BLS);

• Attending and overseeing seminars;

• Responding to legal inquiries from judges, prosecutors, and court support staff while providing technical assistance;

• Monitoring legislative developments, court rulings, judicial disciplinary actions, attorney general opinions, and other publications to assess the educational needs of municipal judges;

• Conducting research and writing on legal topics;

• Drafting and updating publications for judges and court personnel;

• Editing TMCEC print and digital materials;

• Creating and producing instructional media;

• Representing TMCEC at conferences, planning meetings, task forces, forums, and professional associations; and

• Performing additional duties as assigned by the Executive Director.


CANDIDATE QUALIFICATIONS:

• Exceptional attention to detail, organizational skills, and problem-solving abilities;

• Strong work ethic;

• Capacity to manage multiple projects and deadlines with minimal supervision;

• Outstanding written and verbal communication skills;

• Strong interpersonal skills with the ability to collaborate with diverse individuals (e.g., judges, court personnel, colleagues);

• Proficiency in using a computer within a networked environment for email, correspondence, and reporting;

• Competence in Microsoft Office 365 (Word, Excel, PowerPoint), information technology, and office equipment;

• Willingness to travel within the state; and

• Licensed Attorney in the State of Texas.

PREFERRED QUALIFICATIONS:

• Experience in teaching, instructional technology, adult education, technical writing, event planning, and project management;

• A solid understanding of procedural and substantive criminal law and the functioning of Texas criminal courts; and

• Background as a staff attorney, criminal law practitioner, government lawyer, or a work history demonstrating a commitment to public service.

BACKGROUND INFORMATION:
This position is a full-time role requiring 40 hours per week. Employment is contingent upon passing a comprehensive background check, possessing a valid driver's license, maintaining car insurance (or equivalent proof of financial responsibility), and having reliable transportation.
Salary is commensurate with experience. Benefits include employer-paid health insurance, employer contributions to a 403(b) plan, and a generous paid leave package (including annual and sick leave). This position qualifies for the Public Service Loan Forgiveness (PSLF) Program, which aims to encourage individuals to work in public service by forgiving the balance of their federal student loans after meeting specific payment criteria.

Founded in 1984 by the Texas Municipal Courts Association (TMCA), the Texas Municipal Courts Education Center (TMCEC) provides extensive professional continuing education and training programs for municipal judges and court personnel. TMCEC is primarily funded by a grant from the Court of Criminal Appeals, utilizing funds appropriated by the Legislature for the Judicial and Court Personnel Training Fund. In 2006, TMCEC was established as a 501(c)(3) non-profit organization dedicated to charitable, literary, and educational purposes, focusing on judicial education, technical assistance, and providing essential resources for municipal judges, court support personnel, and city attorneys to maintain professional competence in the fair administration of criminal justice. TMCEC sponsors over 50 events annually, delivering professional and law-related education to more than 5,000 individuals each year, making it one of the largest organizations of its kind in the United States. TMCEC offers mandatory and continuing education for municipal judges and court personnel, including prosecutors, and conducts training across various locations and online. The organization boasts a distinguished faculty comprising judges, attorneys, and other professionals nationwide, ensuring high-quality content and resources in its conferences, publications, and overall work product.
