Role Overview
The Engineering Program Manager oversees a significant engineering division or district office and performs additional responsibilities as required.

At this level, an engineer typically exercises both technical and administrative oversight, through subordinate professional supervisors, over substantial engineering initiatives involving considerable financial resources, or may lead multiple small teams of engineers engaged in highly intricate projects.

The work directed is distinguished by unique and complex challenges, often deviating from established standards or guidelines; thus, an engineer at this level is primarily guided by broad directives, personal analysis, and interpretation of overarching policies and regulations from higher authorities, alongside a comprehensive technical background and experience in specific areas of expertise.

Qualifications
To be eligible, candidates must satisfy all of the following criteria:

Legal Authorization:


All individuals seeking employment with the State of Hawaii must be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.


Professional Licensing:
Applicants must hold a valid State of Hawaii Professional Engineer license at the time of application.

Educational Background:
A bachelor's degree in engineering from an accredited college or university.

Engineering Experience:


Four (4) years of progressively responsible professional engineering experience that necessitated the application of fundamental physical and mathematical sciences, as well as engineering sciences, to resolve theoretical or practical engineering challenges (refer to examples of qualifying professional engineering experience listed in the Minimum Qualifications).

Supervisory or Staff Advisory Experience:
A

Supervisory Experience:
Two (2) years of professional engineering experience that included training, coordinating, and assigning workloads, evaluating performance, assisting in challenging areas, and ensuring high standards of work and timely achievement of objectives;

OR

B

Staff Advisory Experience:


Two (2) years of professional engineering experience as a technical expert in a specialized area or program function, performing staff advisory, consultative, and/or reviewing the work of a team of specialists engaged in activities such as long-range planning, research, and/or development of specific projects or programs.

Administrative Aptitude:
Demonstrated administrative aptitude may be accepted in lieu of actual administrative experience.

This requirement will be considered fulfilled when there is strong affirmative evidence of the necessary administrative capabilities.

Driver's License:
A valid driver's license is required at the time of appointment.

PUBLIC SERVICE LOAN FORGIVENESS (PSLF) PROGRAM
