Position Overview:
We are seeking a Senior Program Manager to lead a significant aviation initiative within our Infrastructure division. The ideal candidate will possess extensive experience in aviation construction and a proven history of successfully managing teams and programs.
Key Responsibilities:
- Establish comprehensive guidelines for program chartering and collaboration.
- Formulate and propose the master timeline, sequencing, interface milestones, and critical path components.
- Oversee the integration of all projects within the program.
- Devise and recommend the program budget, cash flow, and financial strategy.
- Create the work plan that constitutes the Program Management Plan (PMP).
- Review and submit for approval the implementation plans developed by the support team.
- Manage the creation of design definition documents and ensure their approval.
- Oversee estimating and lifecycle asset costing, including contingency methodologies.
- Develop and submit change management strategies for approval throughout the program lifecycle.
- Establish metrics for team performance against program baseline metrics.
- Set protocols for program Diversity Compliance, Monitoring, and Reporting.
- Develop reporting metrics for progress against the Program, Projects, and Contracts.
- Manage design assignments for each design package, ensuring adherence to scope, budget, schedule, and quality.
- Ensure compliance with applicable codes and standards for the program.
- Establish CADD and BIM frameworks, policies, and procedures.
- Develop guidelines for Design Management and constructability reviews.
- Review and approve project-level recommendations for cost reduction and sustainability.
- Manage construction assignments, ensuring compliance with approved scope, budget, schedule, and quality.
- Establish the program-level framework for Construction Quality Control.
- Coordinate with authorizing agencies regarding necessary permitting.
- Develop overall Program Site Logistics and Phasing Strategy.
Qualifications:
- Bachelor's degree (M.S. or MBA preferred).
- At least 15 years of demonstrated experience in capital program leadership.
- Experience managing integrated teams on large, complex, multi-phase capital programs.
- Knowledge of various project delivery methods.
- Proven success in leading programs valued at $1 billion or more.
- Experience in negotiating multi-million-dollar contracts.
- Strong commitment to delivering major capital programs on time and within budget.
- Excellent communication, presentation, and writing skills.
