Job Summary

We are seeking a highly skilled and detail-oriented Housing Program Specialist II to join our team at the District of Columbia Housing Authority. In this role, you will be responsible for processing full range of recertifications and lease-ups for federally/locally funded and regulated programs.

Key Responsibilities
  • Process recertification packets and examine income, family composition, and other relevant documentation to determine eligibility of participant families.
  • Determine HAP overpayments to landlords and apply retro-active rent charges.
  • Act as initial point of contact for resolution to community, owner, or participant concerns or complaints.
  • Process and approve/reject lease-up packages in accordance with HCVP policies and procedures.
  • Interview applicant and participant families as required to complete lease-ups and interim/scheduled recertifications.
  • Process HAP abatements and recommend participants for termination related to information found as part of the recertification process.
  • Review landlord rental increase requests and determine impact.
  • Conduct interim recertifications based on tenant's own report of changes in income, family composition, and deductible expenses.
  • Consult with tenants, landlords, and officials to resolve situations and determine applicable measures to be taken.
  • Authorize voucher size changes as required based on DCHA occupancy standards and verified household composition information.
  • Arrange for inspections to ensure units comply with housing quality standards.
  • Prepare correspondence, technical and status reports, etc. as needed to keep management informed of progress.
  • Perform third party verifications in accordance with local regulations and HUD requirements.
  • Counsel tenants on policies and procedures relative to continued occupancy of a housing unit.
  • Provide assistance on routine matters related to the Housing Choice Voucher Program.
  • Refer clients to social service agencies as needed.
  • Enter and retrieve data or information from computer system.
Requirements
  • Associate's degree and at least five (5) years experience in a customer service or administrative capacity.
  • Strong oral and written communication skills.
  • Strong customer service skills.
  • Accurate performance of basic mathematic operations and numerical skills.
  • Logical/analytical problem-solving, report and recommendation development, and adherence to systematic procedures.
Preferred Qualifications
  • Housing Choice Voucher Specialist certificate.
  • Bachelor's degree and at least three years of previous housing authority experience.
