Position: Residential Assistance Coordinator

Reports To: Executive Director

FLSA: Hourly Non-Exempt

The Residential Assistance Coordinator plays a crucial role in facilitating various technical and administrative tasks in support of the Housing Choice Voucher and Project Based Voucher initiatives managed by Kingsport Housing Authority. This position requires proficiency in a range of administrative functions, strong mathematical abilities, and the capacity to prioritize tasks effectively to adhere to all deadlines and reporting obligations. Performance will be assessed by the Deputy Director, and responsibilities are subject to annual independent and HUD audits.

Essential Qualifications

Completion of an accredited high school program is required. An Associate's Degree in public or business administration, social services, or a related field is preferred, along with relevant experience in property management. Candidates should have experience engaging with individuals from diverse socio-economic backgrounds and possess substantial administrative experience; strong interpersonal, organizational, and decision-making skills are essential. Familiarity with social services is advantageous. Effective written and verbal communication skills, proficiency with general office equipment, and adequate computer skills for data entry are required. Any equivalent combination of education or experience that meets the essential functions is acceptable.

Key Responsibilities

  • Support daily operations of the Housing Choice Voucher and Project Based Voucher programs.
  • Assist applicants in assessing their eligibility for housing and identifying suitable options.
  • Collaborate with intake coordinators to conduct necessary verifications, including credit, landlord, and criminal background checks.
  • Manage a multi-line phone system, addressing incoming inquiries via calls, voicemails, emails, and faxes.
  • Draft and dispatch correspondence to applicants in compliance with waiting list protocols.
  • Ensure waiting and transfer lists are accurately maintained and up-to-date.
  • Provide front desk support as needed, welcoming clients and managing appointment schedules.
  • Engage with local and regional service agencies to assist applicants with referrals.
  • Analyze rental conditions and market availability.
  • Facilitate the processing of applications for rental assistance and maintain the waiting list for eligible applicants.
  • Calculate rental payments and utility allowances based on local fair market rents and applicant income.
  • Maintain ledgers, files, and other documentation to support program activities.
  • Conduct briefing sessions for groups of eligible applicants to inform them about rental assistance programs.
  • Assist with termination processes for non-compliance with program regulations or lease agreements.
  • Perform quality control checks on case files in accordance with SEMAP requirements, correcting any inaccuracies as needed.
  • Carry out related duties as assigned.

Special Requirements

Possession of a valid Tennessee Driver's License and the ability to be insured at standard vehicle liability rates is required.
