Job Title: Gas Construction Inspector

We are seeking a highly skilled Gas Construction Inspector to join our team at the City of Richmond, VA. As a Gas Construction Inspector, you will be responsible for ensuring that all assigned projects for the installation, upgrade, and repairs of gas facilities are completed in a timely manner and conform to City and state guidelines.

Key Responsibilities:
  • Ensure all City of Richmond's Department of Public Utilities O & M manual procedures are strictly adhered to;
  • Coordinate contract administration issues and fiscal management responsibilities to include scheduling, cost control, accounting, site communications, and project correspondence for multiple projects;
  • Inspect work sites for safety compliance with OSHA, DOT, and VDOT traffic safety standards and guidelines;
  • Respond to and complete work orders and gas leak tickets in a timely manner;
  • Make decisions to include shutting down gas mains to allow assigned contractor crew to make repairs as needed;
  • Investigate unlocatable utilities;
  • Investigate citizen complaints and initiatives and initiate corrective action when necessary.
Requirements:
  • High School diploma or GED;
  • One year of specialized training or technical training beyond high school;
  • Five years of related work experience;
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
Preferred Qualifications:
  • Experience installing or repairing residential and/or commercial gas lines;
  • Experience inspecting gas or water utility pipes;
  • Experience locating underground utilities;
  • At least one (1) year of experience with plumbing or pipefitting work or equivalent combination of experience working on gas lines;
  • Experience breaking or cutting asphalt, concrete, and earth during the installation, excavation, and servicing of pipeline systems and components;
  • Experience filling holes;
  • Experience reading Gas/GIS map systems;
  • Familiar with Miss Utility of Virginia;
  • Microsoft Office Suite experience.
Knowledge, Skills, and Abilities:
  • Knowledge of City, state, and federal codes and regulations regarding gas systems/pipelines;
  • Knowledge of Va Underground Damage Prevention Act;
  • Knowledge of safety guidelines and regulations;
  • Knowledge of gas service line maintenance and repair;
  • Knowledge of threaded fittings, stab-on fittings, and compression fittings;
  • Knowledge of main repair and segment replacement;
  • Knowledge of repair clamps, bell joints, compression couplings, mechanical joints, and fusion joints;
  • Knowledge of GIS mapping;
  • Knowledge of corrosion control and related equipment;
  • Skills in working with various gas line/main materials such as cast iron, ductile iron, steel, and plastic;
  • Skills in pressure testing, potential testing, continuity testing, and back feed checks;
  • Skills in shutting down and starting up (pressurizing) gas mains;
  • Skills in purging gas lines;
  • Skills in reviewing plan drawings and as-builts;
  • Skills in investigating gas leaks;
  • Skills in inspecting gas system components and materials for compliance standards;
  • Skills in troubleshooting shorts and opens on a steel system;
  • Skills in locating underground utilities;
  • Skills in utilizing related equipment such as pipe locating equipment, CGI testing equipment, Flame Paks, and Multi-meters;
  • Skills in oral and written communication;
  • Skills in interpersonal communication;
  • Skills in computer proficiency, including RGW specific software (e.g., GIS, WMS, and IM).
Working Conditions:

Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.

Physical Requirements and Working Environment:

Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to reach extending hands and arms in any direction, stand, push, pull, lift, finger (picking, pinching, or otherwise working primarily with fingers), grasp applying pressure to an object with fingers or palms, talk, see, and hear. The employee is frequently required to climb, balance, stoop, crouch, crawl, walk, feel, and use substantial repetitive motions of the wrists, hands, and fingers. In terms of the physical strength to perform the essential duties, this classification is considered to be medium work, exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects.
