Job Title: Infant Adoption Program Manager

We are seeking a highly skilled and experienced Infant Adoption Program Manager to lead our Infant Adoption Services team. As a key member of our organization, you will be responsible for planning and coordinating programs, setting and ensuring program goals and objectives, and maintaining compliance with licensing and contracts.

Key Responsibilities:
  • Develop and implement evaluation methods to assess program effectiveness
  • Determine program eligibility and oversee budgetary functions, program revenue targets, and resources
  • Monitor quality assurance standards and ensure appropriate clinical supervision and consultation
  • Provide supervision for the Infant Adoption team, including clinical oversight, performance monitoring, and identifying and addressing training needs
  • Ensure clinical decisions are sound and systems are effective, with an emphasis on integrating diverse socio-economic, racial, ethnic, and cultural backgrounds into guidance for staff
  • Oversee the management of program data and monitor client documentation to ensure alignment with Oregon Administrative Rules (OAR), Oregon Revised Statutes (ORS), and other licensing and accrediting requirements
  • Prepare and monitor program budgets in consultation with the Sr. Director of Permanency and Adoption, assisting in managing the financial aspects of the program, including resolving billing issues with families and staff, and communicating caseload updates to the billing team
  • Collaborate with the Foster Care Adoption and Permanency Services Directors to plan and implement joint projects, and with the Advancement Team to ensure the implementation of outreach and promotion activities to attract birthparents into the program
  • Conduct regular Information Sessions for prospective adoptive families, provide after-hours supervisor on-call coverage when needed, and ensure the implementation of required quality systems, including client feedback systems, file review systems, and program outcome reporting
  • Coordinate post-adoption services, offering guidance to staff working with members of the post-adoption triad, including voluntary registration, non-identifying information reports, assisted searches, and reunion services
Requirements:
  • Master's Degree in Social Work or a related field (i.e., Psychology, Sociology, Counseling, etc.) with minimum 4-6 years of related experience
  • Advanced understanding of Attachment Theory, Trauma Informed Care, and evidence-based practices regarding interventions for children, youth, and families
  • Familiarity with public agency adoption services, and private agency adoption services and coalitions
  • Prior experience in domestic infant adoption or home study writing preferred
  • Knowledge regarding current adoption practices and public policy at state/national/international level
  • Must be able to provide official grade transcripts, including the education level
  • Must be willing and able to work occasional evenings and weekends, as assigned
