Job Title: Technical Director/Senior Malaria Technical Advisor

Management Sciences for Health (MSH) is seeking a Technical Director/Senior Malaria Technical Advisor to lead the malaria program and technical direction for a potential USAID-funded new malaria activity in Democratic Republic of Congo (DRC).

About the Role:

This position will be responsible for all malaria program and technical direction, ensuring that staffing is aligned with the project's vision, goals, and plans to achieve all programmatic results. The Technical Director/Senior Malaria Technical Advisor will set a positive tone for the entire project and inspire staff to apply results-based approaches for timely delivery of services to the clients we serve.

Responsibilities:

  1. Technical leadership, oversight, and management of the technical aspects of the project's scope of work and ensure effective and timely implementation of the project.
  2. Assess state of malaria service delivery in DRC, and design and facilitate implementation of technical activities to strengthen malaria services and ensure technical staff apply national and internationally accepted technical norms and standards and best practices for timely delivery of high-quality malaria services.
  3. Set direction and coordinate annual workplan development, implementation, and review.
  4. Support the Chief of Party (COP) in the design, roll-out, and day-to-day management, and implementation of interventions, and, when appropriate act in the place of the COP.
  5. Collaborate and provide technical support to stakeholders on various levels to ensure that program outcomes are achieved including the National Malaria Control Program (NMCP) and its National Malaria Control Strategy, provincial and health zone officials, collaborating non-governmental organizations and other implementing partners.
  6. Support capacity building efforts of NMCP and provincial health staff.
  7. Participate in key, in-country malaria working groups and networks.
  8. Liaise regularly on technical issues and scope with the President's Malaria Initiative (PMI)/DRC team.

Qualifications:

  • Master's degree in public health, or relevant discipline, MD or PhD preferred.
  • Minimum of 7 years of senior-level experience implementing malaria (or Maternal and Child Health) projects with demonstrated success in achieving results.
  • USAID experience preferred.
  • Familiarity with the structure, systems, and policies of the health sector in DRC, particularly the NMCP.
  • Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, and other donor organizations.
  • Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
  • Must have proven experience supervising and mentoring technical staff for similar health projects in developing countries.
  • Experience organizing and working with teams to produce high-quality deliverables.
  • Fluency in French and strong English language skills.
  • Demonstrated strong writing and oral presentation skills in English.
