Job Title: Project Manager III (Plans and Policy Officer)

Job Summary:

We are seeking a highly skilled Project Manager III (Plans and Policy Officer) to join our team at the Texas Military Department. As a key member of our organization, you will be responsible for coordinating the planning and initiation of projects, monitoring progress and schedules, and communicating with project stakeholders, management, and other relevant parties.

Key Responsibilities:

  • Plans, develops, and integrates Information Technology requirements for assigned projects.
  • Manages the development and execution of scopes, schedules, and budgets.
  • Ensures compliance with IT-related laws, policies, and directives throughout the project life cycle.
  • Coordinates and communicates project goals, obtaining authorization and commitment.
  • Leads, coordinates, and is accountable for the overall success of assigned projects.
  • Manages the development of long- and short-range planning related to IT requirements.
  • Involves project selection, prioritization, evaluation, monitoring, cost schedule management, risk management, quality management, and resource allocations.
  • Develops project budgets, schedules, work plans, resources requirements, and cost estimates.
  • Prepares and manages project budgets and financial projections.
  • Prepares concept briefs, Operations Orders (OPORD), Warning Orders (WARNO), and Fragmentary Orders (FRAGO).
  • Reviews correspondence and special and periodic reports prepared by others.
  • Monitors and manages project quality to ensure that project deliverables are acceptable, fulfill the terms of the project contract or specifications, and are completed within budget.
  • Identifies potential project risks and difficulties and designs strategies to mitigate or avoid them.
  • Communicates project methodology and processes to interested groups and team members.
  • Compiles and distributes project information, project status reports, and project budget expenditures.
  • Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors.
  • Plans and manages efficient project meetings.
  • May assign duties and responsibilities and coordinate the work of project staff.
  • Collaborates with other staff sections on organizational plans/projects.
  • Receives and tracks communication tasking orders from higher Headquarters and coordinates with staff to close out.
  • Reviews Communication Tasking Orders (CTO) issued from National Guard Bureau and NETCOM. Collaborates with various branches of the J6 to coordinate and execute taskings within specified deadlines.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters, missions, and other requests to include holidays, evenings, and weekends.
  • Performs related duties as assigned.

Requirements:

  • Graduation from an accredited four-year college or university is required.
  • Seven (7) years of professional experience in plans and policy project management is required.
  • Four (4) years of experience in large complex projects as well as strategic planning and policy writing is required.
  • Experience using Microsoft Office (such as Outlook, Word, Excel, or SharePoint 2013/2016) is required.

Preferred Qualifications:

  • Prior military service is highly preferred.
  • Experience in military joint planning is preferred.
  • Experience managing projects and collaborating in a military environment is strongly preferred.

Registration, Certification, or Licensure:

  • Valid driver's license is required.

Other Requirements:

  • Selected candidate must pass federal security background investigation.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired.
  • Upon hire with the State of Texas, males between the ages of 18 through 25 must provide proof of registration or exemption with the Selective Service.

    • OPORD Principles, regulatory compliance, and best practices
    • Army military decision making process (MDMP) and Joint Operations Planning Process (JOPP)
  • Skill in:
    • Effective Project Management Monitoring
    • Response to Changes in Scope or Timing
    • Composition of clear and concise OPORDs, ensuring accuracy, coherence, and alignment with mission objectives.
    • Task tracking and management at the organizational / directorate level
  • Ability to:
    • Analyze complex information to identify issues, determine root causes, and develop strategic plans for resolution.
    • Negotiate effectively and facilitate discussions, fostering collaboration among team members and stakeholders.
    • Prepare comprehensive reports, summarizing project status, milestones, and key outcomes for stakeholders.
    • Write and publish OPORDs, ensuring clarity, precision, and adherence to established standards.
    • Negotiate responsibilities effectively, coordinating the work of project staff to optimize team performance and project outcomes.
    • Work in a military environment.

Physical/Working Conditions:

Office work is generally performed in a sedentary office setting, involving sitting, standing, and walking to perform job duties. Office work requires extensive use of a personal computer and telephone. This position periodically requires the ability to lift, carry, move and/or set up equipment and materials weighing up to 25 pounds.
