As a Senior Intelligence Analyst at Valiant Integrated Services, you will play a crucial role in delivering thorough strategic and tactical analytical support to public safety organizations across Southern California, particularly in addressing potential threats in the Anaheim/Santa Ana Urban Area. Your primary responsibilities will encompass utilizing analytical methodologies to collect and evaluate information from law enforcement and open-source channels, generating actionable intelligence for the fusion center and its affiliates, and conducting strategic briefings for federal, state, and local partners to keep them updated on prevailing threats and possible risks.

Key Responsibilities:

  • Database Access: The Senior Intelligence Analyst will utilize various governmental and non-governmental databases, sources, and software through both unclassified and classified platforms to gather pertinent information.
  • Multi-Environment Work: Analysts should be ready to operate in an office setting and occasionally leave for briefings, presentations, training sessions, meetings, or to provide analytical support to partner agencies.
  • Training and Outreach: Analysts will assist the training and outreach unit in organizing fusion center-related training and outreach initiatives.
  • Threat Identification: The individual must recognize potential threats by examining open-source, law enforcement, and classified information, and evaluate their implications for the fusion center area.
  • Analytical Product Development: Analysts are expected to create and deliver analytical products for partner agencies in the urban area, including threat assessments, trend analyses, information bulletins, special event evaluations, and tactical insights.
  • Compliance: The Senior Intelligence Analyst must ensure adherence to relevant laws, regulations, and professional standards established by the fusion center.
  • Emergency Response: Analysts should be available after hours and be prepared to respond to the fusion center during emergencies as required.
  • Fusion Center Mission Support: The individual must support the fusion center's counterterrorism, crime prevention, and all-hazard all-crimes mission within an information sharing environment (ISE) framework.
  • Relationship Building: Analysts will establish, maintain, and nurture relationships with local, state, federal, and private sector partners to ensure the fusion center's success.
  • Analytical Tool Usage: The Senior Intelligence Analyst must employ analytical tools to create charts, maps, timelines, and link diagrams to illustrate analytical findings.
  • Research and Analysis: Analysts will conduct research and analysis on assigned topics related to national and local security issues using various sources, including open-source information and classified systems.
  • Additional Duties: In alignment with the general intent of this job description, and in support of achieving the fusion center mission, analysts will perform other duties as assigned.

Additional Responsibilities:

  • Employees must comply with U.S. Federal, State, and Local statutes and regulations due to the sensitive nature of the work. Ongoing eligibility for a U.S. Government clearance and adherence to the Valiant drug screening program is essential.
  • This position requires local travel for assessments, briefings, and meetings, with occasional multi-day travel for training and conferences.
  • Must possess a valid U.S. driver's license and be willing to travel throughout the U.S. as needed.

Work Environment:

  • Flexible Work Schedule: Analysts will work a 4/10 schedule, with flexibility in start times, and must be willing to adjust their schedule as necessary. Some after-hours availability and readiness to respond to the fusion center during emergencies are expected.

Pay Rate:
The compensation range for this position is competitive, taking into account various factors such as market data, business considerations, internal equity, role responsibilities, and the candidate's experience and education.

  • Training Compliance: The individual must agree to adhere to training standards and policies associated with the fusion center.
  • Fusion Center Liaison: Senior Intelligence Analysts will liaise with state, local, federal partners, and private sector entities in a classified environment as necessary.
  • Open-Source Analysis: The individual must have experience in real-time open-source analysis and be familiar with various tools and techniques.
  • Interpersonal Skills: Candidates must possess excellent interpersonal skills for effective collaboration with internal and external partners.
  • Information Prioritization: Analysts must have experience assisting in prioritizing, categorizing, and responding to requests for information.
  • All-Source Intelligence Analysis: The individual must have experience conducting all-source intelligence analysis relating to complex public safety and national security topics.
  • Briefing Skills: Candidates should be adept at conducting briefings for diverse customers at various levels.
  • Database Research: Analysts must have experience conducting exhaustive database searches, extracting information, and analyzing the resulting data.
  • Multi-Discipline Analysis: The individual must have experience conducting multi-discipline analyses of complex, network-centric target sets.
  • Subject Matter Expertise: Analysts must demonstrate experience in developing subject matter expertise on assigned public safety and security topics.
  • Intelligence Gap Identification: The individual should have experience identifying intelligence gaps and submitting requirements to fill those gaps.
  • Presentation Skills: Candidates must have experience making presentations to technical and non-technical audiences regarding information and products deriving from fusion centers.

Required Qualifications:

  • Security Clearance Eligibility: Analysts must be eligible to receive a U.S. Government SECRET clearance, up to a TOP Secret clearance level once employed, and maintain it throughout the course of employment.
  • Background Check Requirement: Must be able to pass a background check, including a polygraph examination, before commencing employment or performing services at the fusion center.
  • Training and Certification: Must agree to comply with training standards and policies associated with the fusion center, and obtain relevant certifications within the first six months of hire as required by federal grant guidelines.
  • Privacy Considerations: Individuals should understand privacy considerations, including relevant regulations.

Education & Experience:

  • A minimum of three years of intelligence analysis experience is required, along with either a Bachelor's degree in a relevant field or substantial relevant work experience that can serve as a substitute for the degree.
  • Analytical Product Experience: The individual must possess a minimum of 5 years of experience in producing analytical products related to domestic and international terrorism, and their potential impact on the Area of Responsibility (AoR).
