Key Responsibilities:

  • Database Management: Access various governmental and non-governmental databases, sources, and software through both unclassified and classified platforms to compile pertinent information.
  • Multi-Environment Engagement: Be prepared to work in an office setting while occasionally stepping out for briefings, presentations, training sessions, meetings, or providing analytical support to partner agencies.
  • Training and Outreach Coordination: Assist the training and outreach unit in organizing fusion center-related training and outreach initiatives.
  • Threat Analysis: Identify potential threats by reviewing open-source, law enforcement, and classified information, analyzing their implications for the fusion center area.
  • Analytical Product Creation: Develop and deliver analytical products for partner agencies in the urban area, including threat assessments, trend analyses, information bulletins, special event assessments, and tactical insights.
  • Regulatory Compliance: Ensure adherence to relevant laws, regulations, and professional standards as dictated by the fusion center.
  • Emergency Response Availability: Be available after hours and willing to respond to the fusion center during emergencies as required.
  • Support for Fusion Center Missions: Contribute to the fusion center's counterterrorism, crime prevention, and all-hazard all-crimes mission within an information-sharing environment.
  • Relationship Development: Build, maintain, and enhance relationships with local, state, federal, and private sector partners to ensure the fusion center's success.
  • Analytical Tool Application: Utilize analytical tools to create charts, maps, timelines, and link diagrams to illustrate analytical findings.
  • Research and Evaluation: Conduct research and analysis on assigned topics related to national and local security issues using various sources, including open-source information and classified systems.
  • Additional Duties: Perform other responsibilities as assigned by the fusion center in support of its mission.

Additional Responsibilities:

  • Adhere to U.S. Federal, State, and Local statutes and regulations due to the sensitive nature of the work. Ongoing eligibility for a U.S. Government clearance and compliance with the Valiant drug screening program is essential.
  • This position involves local travel for assessments, briefings, and meetings, with occasional multi-day travel for training and conferences.
  • Possess a valid U.S. driver's license and be willing to travel throughout the U.S. as needed.

Work Environment:

  • Flexible work schedule: Analysts will work a 4/10 schedule, with flexibility in start times, and must be willing to adjust their schedule as needed.

  • Possess excellent interpersonal skills for effective collaboration with internal and external partners.
  • Assist in prioritizing, categorizing, and responding to requests for information.
  • Conduct all-source intelligence analysis relating to complex public safety and national security topics.
  • Adept at conducting briefings for diverse customers at various levels.
  • Experience in conducting exhaustive database searches, extracting information, and analyzing the resulting data.
  • Conduct multi-discipline analyses of complex, network-centric target sets.
  • Demonstrate experience in developing subject matter expertise on assigned public safety and security topics.
  • Identify intelligence gaps and submit requirements to fill those gaps.
  • Experience making presentations to technical and non-technical audiences regarding information and products deriving from fusion centers.

Required Qualifications:

  • Eligibility for a U.S. Government SECRET clearance, with the potential for a TOP Secret clearance level once employed.
  • Pass an Orange County Sheriff's Department (OCSD) background check, including a polygraph examination.
  • Comply with training standards and policies associated with the fusion center, and obtain required certifications within the first six months of hire.
  • Understand privacy considerations, including 28CFR and privacy/civil liberties civil rights (P/CLCR).

Education & Experience:

  • A minimum of three years of intelligence analysis experience is required, along with either a Bachelor's degree in a relevant field or substantial relevant work experience that can serve as a substitute for the degree.
  • Possess a minimum of 5 years of experience in producing analytical products related to domestic and international terrorism, and their potential impact on the Area of Responsibility (AoR).
