Minimum Qualifications
Education and/or Equivalent Experience:
  • Graduation with a Bachelor's degree from an accredited institution in Engineering or a related field, with a minimum of eight (8) years of engineering experience, obtained either prior to or following professional engineering licensure.
Licenses or Certifications:
  • Must hold a Licensed Professional Engineer (PE) in the State of Texas; or if currently licensed in another state, the ability to secure a Texas PE license within one (1) year of employment.
Position Overview:
This role is part of the Relay Engineering Team at Austin Energy. The primary responsibility is to take on the technical leadership as a Subject Matter Expert (SME). The position necessitates engineering expertise and experience in electric utility design, protection, and control systems. Candidates should have a strong background in preparing construction drawing packages, troubleshooting microprocessor relay installations in the field, and collaborating with various departments within Austin Energy, including engineering and construction teams.

Technical Licenses and Certificates:
The role requires the individual to be a Licensed Professional Engineer (PE) in Texas or have the ability to obtain this license within one (1) year of employment. For licensing guidelines, please refer to the TBPELS regulations.

Travel Requirements:
If selected, and if you meet the Driver Safety Standards set by the City of Austin, you may be required to drive to various locations as part of your regular job duties. Otherwise, you will be responsible for your own transportation.

Critical Employee Designation:
This position is classified as a Critical Employee role, which is essential for supporting activities that impact City or department operations. Work may be conducted at designated sites or alternate locations, and schedules may be adjusted during extraordinary situations or emergencies.

Work Location:
This position may allow for remote work; however, this is not guaranteed and may change based on the needs of the work group and adherence to Austin Energy's Telework Policy.

Fair Labor Standards Act:
This position is classified as FLSA Exempt, meaning it is salaried and not eligible for overtime compensation.

Preferred Qualifications:
Preferred Experience:
  • In-depth knowledge and experience with electric utility protection schemes.
  • Experience in developing standards for protective relay design in electric utility transmission, substation, and distribution systems.
  • Experience in reviewing and sealing electric utility protection and control work performed by other engineers.
  • Experience providing engineering field support to electric utility technical personnel.
  • Experience in mentoring and training engineering or technical staff.
  • Familiarity with national, state, and local regulatory requirements, including NERC and ERCOT.
  • Experience with equipment specification, selection, design approval, and testing.
  • Knowledge of quality management programs.
  • Ability to travel to multiple sites as part of regular job duties.
Key Responsibilities:
Essential duties and functions may include the following:
  • Developing technical specifications and standards by applying engineering principles and practices.
  • Planning, researching, designing, and implementing engineering studies and projects.
  • Managing and negotiating contracts, reviewing progress reports, verifying quantities and costs, and auditing as-built records.
  • Acting as a liaison among consultants, contractors, and the City.
  • Resolving issues related to changes, errors, or deficiencies while ensuring compliance with project specifications.
  • Monitoring engineering projects for compliance.
  • Reviewing and interpreting plans, specifications, contracts, and related documents.
  • Developing and managing project budgets and assisting in budget forecasting for city planning.
  • Ensuring regulatory compliance and staying updated on developments in the utility industry.
Supervision and Leadership:
  • May provide leadership, work assignments, evaluation, and guidance to others.
Knowledge, Skills, and Abilities:
Must possess the necessary knowledge, skills, abilities, and experience to perform the essential functions of the job, with or without reasonable accommodations:
  • Understanding of engineering design principles applicable to electric utility operations.
  • Knowledge of utility standards and regulatory requirements.
  • Familiarity with engineering standards, codes, practices, and procedures.
  • Ability to prepare cost estimates and engineering feasibility reports.
  • Knowledge of regulatory requirements at local, state, and federal levels.
  • Understanding of City of Austin purchasing and contract policies.
  • Strong oral and written communication skills, including report preparation.
  • Negotiation skills and conflict resolution abilities.
  • Capability to perform complex engineering calculations and analyze engineering problems.
