Job Title: Principal Contract Administrator/Contract Administrator

We are seeking a highly skilled and experienced Principal Contract Administrator/Contract Administrator to join our Procurement Department at the Metropolitan Council. This is an exciting opportunity to work in a dynamic and fast-paced environment, where you will be responsible for overseeing the development of solicitations, managing bid openings, and facilitating contract negotiations.

About the Role:

The Principal Contract Administrator/Contract Administrator will provide expert guidance and support to internal Council units in the procurement process, ensuring compliance with Council policies and procedures, as well as federal, state, and local laws. This role requires strong analytical and problem-solving skills, with the ability to work effectively in a team environment and communicate complex information to diverse stakeholders.

Key Responsibilities:
  • Develop and manage solicitations for contracts, including specifications for Invitation for Bid (IFB) and Request for Proposal (RFP) documents
  • Manage bid openings and facilitate evaluation panels for RFPs
  • Award and execute contracts, and prepare and negotiate contract agreements
  • Administer Council contract procurement policies, procedures, and state and federal laws for all contracts
  • Collaborate with project managers to understand project needs and provide information on procurement procedures
  • Coordinate the review of contracts and proposed changes with various stakeholders
Requirements:

To be successful in this role, you will need:

  • A bachelor's degree or higher in business, finance, public administration, or a closely related field
  • Five years of experience in contract administration, with a combination of education and experience that meets the minimum qualifications
  • Strong analytical and problem-solving skills, with the ability to work effectively in a team environment
  • Excellent communication and interpersonal skills, with the ability to communicate complex information to diverse stakeholders
