This role encompasses a range of professional technical responsibilities associated with systems architecture, upkeep, and functionality, as well as project design, management, and oversight. The position is integral to the long-term planning of the electrical system and the Capital Improvement Plan (CIP).

Key Responsibilities:

1. **Operational Oversight:**
Act as the primary authority for the operational parameters and coordination of the electric system, including load management, alternative configurations, and future growth strategies.

2. **Capital Improvement Planning:**
Collaborate with various department heads to maintain and update the utility's Capital Improvement Plan (CIP), developing ten-year forecasts and prioritizing projects for timely execution.

3. **Documentation Control:**
Serve as the main point of contact for document management concerning design, construction, and as-built documentation for all electrical infrastructure.

4. **Project Management:**
Oversee both internal and contracted construction projects, ensuring adherence to quality standards and timely completion. Develop specifications for procurement of essential materials and equipment.

5. **Compliance and Review:**
Ensure that all designs meet established standards, reviewing plans and specifications, and preparing feasibility studies and cost estimates. Collaborate with various utility departments to minimize service disruptions.

6. **Bid Specifications and Processing:**
Create bid specifications for projects and equipment, manage the bid process, and make recommendations for significant purchases while adhering to city and state regulations.

7. **Engineering Support:**
Assist with electrical engineering tasks related to system enhancements and modifications, working closely with substation and electrician teams to develop operational parameters and maintenance protocols.

8. **Safety Compliance:**
Participate in the review of safety manuals to ensure compliance with relevant codes and assist in incident investigations as necessary.

9. **GIS Mapping Contribution:**
Contribute to the city-wide GIS system by ensuring the accuracy of the electrical database and entering model data into relevant systems.

10. **Field Duties:**
Conduct periodic field inspections and investigations of the power system, participating in emergency operations and outage repairs as needed.

Minimum Qualifications:

1. **Education and Experience:**
A Bachelor's degree in electrical engineering and a minimum of four years of relevant experience in utility electrical systems and power generation engineering. An Idaho Professional Engineering license or equivalent is required.

2. **Knowledge and Skills:**
Proficient understanding of electrical engineering principles, power transmission and distribution methods, and regulatory compliance. Familiarity with design software such as AutoCAD is essential.

3. **Abilities:**
Strong analytical skills, effective communication abilities, and the capacity to foster collaborative relationships with various stakeholders.

Work Environment:

The position is primarily office-based with occasional fieldwork in varying weather conditions. Physical activities may include walking, standing, and lifting up to 50 lbs. Safety equipment may be required during field operations.
