Job Summary

The Assistant Director, Human Resources supports the HR Director in the overall strategy and administration of the department. This role manages and directs the operations of the Employee Relations division and the County's training initiatives.

Key Responsibilities
  • Department Administration: Act as the Director in their absence, performing tasks such as approving human resource and finance functions, communicating with elected officials, and attending meetings/events.
  • Assist with managing employee benefits programs and participate in budget planning and resource allocation for HR initiatives.
  • Develop and implement the department's strategic plan and report on progress toward strategic goals.
  • Abide by all department and county policies and procedures.
  • Department Operations: Work with the Sr. HR Administrator of Employee Relations to ensure best practices are implemented and followed regarding processes and procedures.
  • Oversee the functionality of the recruiting, LMS, and Performance modules of Workday, including researching, testing, and implementation of additional functionality.
  • Manage professional service contracts, RFPs, and agreements based on areas of responsibility.
  • Evaluate training needs of the County and develop a comprehensive training plan.
  • Supervisory Duties: Supervise assigned staff, review their work, and provide feedback for performance improvement.
  • Directly supervise the Sr. HR Administrator of Employee Relations, Training Coordinator, and front office staff.
Requirements
  • Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field.
  • Minimum of six years of increasingly responsible human resources experience, with at least two years in a full-time supervisory capacity.
  • Certification as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) is preferred.
