COLLECTION MANAGEMENT SPECIALIST

POSITION OVERVIEW


The selected candidate will function as a Collection Management Specialist (CMS), responsible for evaluating, drafting, coordinating, and distributing reports derived from the analysis of information in accordance with established reporting standards.

This role is designed to be functional rather than tied to a specific location, acting as a central point for fulfilling Collection Management Specialist duties related to data analysis, acquisition, and the monitoring of emerging information.


PRIMARY DUTIES

  • Collaborate with data operations and management to acquire and document collections of significant value. Engage with counterparts regarding the priority and potential impact of these data sets.
  • Partner with technical specialists to utilize tools and capabilities for extracting insights from data domains.
  • Perform post-reporting responsibilities such as grading and evaluation, addressing inquiries about the status, usage, origins, classification, and distribution of reports.
  • Coordinate with WMA counterparts on information and subsequent operations stemming from newly identified leads.
  • Develop and maintain templates and guidelines for various collection and dissemination scenarios.
  • Accountable for identifying, synthesizing, and preparing a substantial portion of the team's output, with reports aimed at informing clients and analysts about the capabilities of malicious actors as indicated in their digital footprints.

EDUCATIONAL BACKGROUND AND EXPERIENCE

  • Bachelor’s Degree in Computer Science or a related field, or an equivalent combination of certifications, training, and professional experience.
  • Proven experience in report writing, understanding operational fieldwork, and safeguarding sources and methodologies.

ESSENTIAL QUALIFICATIONS

  • Proficient in managing digital data streams throughout their lifecycle.
  • Basic understanding of data exploitation techniques and current trends.
  • Experience in identifying information from various technical sources.
  • Ability to collaborate with partners across different offices and US Government agencies to manage collections and implement best practices.
  • Capacity to learn and apply knowledge to protect operations and interests.
  • Familiarity with customer policies, regulations, and legal guidelines.

PREFERRED QUALIFICATIONS

  • Certification or training in data governance.
  • Knowledge of computer file structures and various file types.
  • Understanding of the systems used for transmitting, storing, and manipulating data, including their capabilities, limitations, and classification restrictions.
  • Experience working with diverse offices and agencies.
  • Knowledge of customer-specific systems, databases, data repositories, collection methods, and Computer Network Exploitation (CNE) techniques.
  • Experience in supporting data initiatives and protecting sources and methods.
  • Familiarity with big data and associated reporting challenges.
