Business Process Improvement Specialist

OCT is seeking a Business Process Improvement Specialist to contribute to the Defense Counterintelligence and Security Agency (DCSA) Program Executive Office (PEO).

The DCSA PEO manages a comprehensive portfolio of enterprise-wide information technology (IT) initiatives that utilize best practice methodologies for the development and implementation of innovative IT solutions, enhancing DCSA's extensive National Security capabilities to better serve the Department of Defense (DoD), the U.S. Government, and the cleared industry. The Business Process Improvement Specialist will support the PEO in documenting and redesigning corporate processes and procedures.

Key Responsibilities:

  • Evaluate and analyze current business processes within the agency to pinpoint inefficiencies, gaps, and opportunities for enhancement.
  • Apply Lean Six Sigma and other process improvement methodologies to assess existing processes and create new solutions.
  • Generate business intelligence reports and visualizations to facilitate data-driven decision-making through dashboard tools (e.g., Tableau, SharePoint, etc.).
  • Establish and develop performance metrics for process improvement initiatives.
  • Design, develop, and implement optimized business processes and solutions to improve operational efficiency and effectiveness in a security-centric environment.
  • Collaborate with various stakeholders across the PEO to gather requirements and ensure processes align with agency objectives and regulatory standards.
  • Leverage data analytics and performance metrics to monitor and assess process effectiveness, providing recommendations based on data-driven insights.
  • Create and maintain detailed documentation of processes, including process maps, workflows, and standard operating procedures (SOPs), ensuring compliance with agency standards.
  • Offer training and support to agency personnel on new processes and systems, ensuring smooth transitions and effective adoption.
  • Lead and manage process improvement projects from initiation to completion, ensuring timely delivery and adherence to budget constraints.
  • Ensure all processes comply with industry standards and regulatory requirements, particularly those relevant to defense counterintelligence and security.
Qualifications:

  • Bachelor's degree in Business Administration, Engineering, Computer Science, or a related field; relevant certifications (e.g., Six Sigma, PMP) are highly desirable.
  • At least 8 years of experience in business process analysis, design, and implementation, particularly in security or defense-related environments. Proven experience managing complex business operations and processes at the federal government level.
  • Proficiency in process modeling tools and data analysis software (e.g., Excel, SQL), with a strong grasp of process optimization techniques.
  • Experience in project management, with knowledge of project management methodologies and the ability to manage complex projects within a security-focused agency.
  • Strong analytical and problem-solving abilities, with the capacity to interpret complex data and make informed decisions to enhance security processes.
  • Excellent communication skills, both written and verbal, with the ability to convey technical information clearly to non-technical stakeholders and collaborate effectively with diverse teams.
  • Ability to operate within a regulated environment, adhering to compliance and security standards specific to defense counterintelligence and security.
  • Must possess an active, current DoD Secret Clearance.
