Civil Engineer:

$63.03 Hourly


We are actively seeking qualified candidates to fill multiple vacancies for the Senior Civil Engineering Associate III/Civil Engineer positions within the Transportation and Water Resources Divisions of the Public Works Department.

The successful applicant may be appointed at either the Senior Civil Engineering Associate III or Civil Engineer level, contingent upon their qualifications and departmental requirements.


BENEFITS OVERVIEW
Vacation: 12 to 25 days annually based on tenure.

Holidays: 13 days each year.

Sick Leave: 12 days per year with unlimited accumulation, allowing for conversion to service credit upon retirement.

Senior Civil Engineering Associate

III:

Under supervision, performs intricate professional civil engineering tasks, which may involve overseeing engineering staff; and executes related duties as necessary.



Civil Engineer:

The Civil Engineer role is differentiated from the Senior Civil Engineering Associate III by the requirement of registration as a professional civil engineer in the State of California.


DISTINGUISHING CHARACTERISTICS:
The Senior Civil Engineering Associate III/Civil Engineer is a flexibly staffed series.

The Senior Civil Engineering Associate III is distinguished from the Civil Engineering Associate II by the responsibility for more complex and challenging assignments, which may include supervisory duties, and from a Civil Engineer by the latter's professional registration.

The Senior Civil Engineering Associate III is further distinguished from the Civil Engineer Manager or Specialist by the latter's overarching responsibility for a significant engineering phase, function, or division, or for a specialty within the department.


The Ideal Candidate - Water Resources:

Skilled engineer with experience in water resources and flood control, possessing knowledge of inspection principles, practices, techniques, and terminology related to civil engineering in California.

Willingness to obtain Qualified Storm Water Developer certification is preferred.
Ability to produce clear and concise compliance reports for federal, state, and local regulations.
Proficient in reading and interpreting engineering and architectural drawings.

Demonstrated success in project management, including contract procurement and management, and effective collaboration with staff, contractors, and consultants.

Ability to analyze, interpret, and communicate technical information.
Develops cost-effective plans and budgets for the maintenance and construction of engineering systems.
Supervises technical professional and/or sub-professional personnel.
Ability to prioritize and organize work to meet deadlines and performance indicators.
Excellent interpersonal skills, with the capacity to work effectively with multidisciplinary teams, managers, executives, and support staff.
Familiarity with AutoCAD and GIS software.
Knowledge of environmental regulatory requirements related to infrastructure operations.

The Ideal Candidate - Transportation Construction:

Experience in the transportation sector, with comprehensive knowledge of design principles and applications, as well as inspection practices, techniques, and terminology relevant to civil engineering in California.

Experience in reviewing contractor construction work and submissions for compliance with standards and contract specifications is essential.
Proven history of successful project and construction management.
Experience in inspecting public works facilities.
Demonstrated ability to write clear and concise compliance reports for federal, state, and local regulations.

Capable of preparing cost-effective plans and budgets for the maintenance and construction of transportation infrastructures, including roads, sidewalks, bridges, retaining walls, and drainage systems.

Strong interpersonal skills and the ability to collaborate effectively with multidisciplinary teams, managers, executives, and support staff.
Experience with AutoCAD and Civil3D software.
Familiarity with Bluebeam software.

Examples of Duties:


Responsible for the planning, design, preparation of drawings, plans, specifications, contractor bids, and cost estimates for various engineering projects (e.g., bridge and drainage structures, road improvements, landfill gas collection and treatment systems, stormwater management systems, and water treatment systems).

Reviews and approves private development plans for compliance with flood control, stormwater quality, and floodplain management regulations.

Conducts environmental site assessments and optimizes existing environmental management systems to mitigate potential impacts to soil and surface/groundwater; prepares and reviews water quality reports and provides recommendations.

Oversees multiple construction projects; leads and participates in construction inspections; prepares final labor and materials reports; recommends approval of construction and contract payments.

Performs analysis and research of specialized technical data to assist in the development and review of environmental management systems.
Provides engineering analysis for environmental and permitting documents and prepares submissions for regulatory agencies as well as engineering reports.

Supervises a team of professional and/or sub-professional personnel who assist in preparing regulatory compliance reports required by regulatory agencies, drawings and plans, grant applications, and engineering support projects.

Prepares and reviews regulatory compliance reports and may represent the department in meetings, public hearings, and negotiations with regulatory agencies.

Assists in the preparation of the annual Capital Improvement Project budget and the fiscal year budget.

Responds promptly and courteously to public inquiries regarding assigned projects.

Employment Standards:
Possession of a bachelor's degree in civil engineering or designation as a Professional Engineer Intern, and:
Three (3) years of progressively responsible professional civil engineering experience; OR,
One (1) year of experience performing duties equivalent to the class of Civil Engineering Associate II with Santa Barbara County; OR,

A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.


Additional Qualifications:
Possession of a valid California Class C Driver's License.

Knowledge of:

the principles and practices of civil engineering and the ability to apply them to the planning, design, construction, and maintenance of roads, flood control, and other public works facilities; the materials, methods, and equipment used in the construction of public works.


Ability to:

analyze facts and exercise independent judgment; coordinate, train, and supervise the work of subordinates; prepare correspondence and reports; establish and maintain effective working relationships with colleagues, representatives of other public and private organizations, and the public.

Supplemental Questionnaire Ranking:
Responses to the required supplemental questionnaire will be evaluated and scored. Candidates' final score and rank on the eligibility list will be determined by their responses to the supplemental questionnaire.

Applicants must receive a percentage score of at least 70 on the Supplemental Questionnaire to be placed on an employment list.

An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI.

Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months.
