Position Title: Director of Project Management

Position Status: Contract

Position Overview:

Seneca Resources is seeking a Director of Project Management to oversee and enhance our project management capabilities. This leadership role is crucial for ensuring that IT initiatives are executed efficiently and align with our strategic objectives. The ideal candidate will possess extensive experience in managing IT projects, change initiatives, and aligning resources to achieve organizational goals.

Key Responsibilities:

  • Leadership: Direct and manage the Project Management Office (PMO), establishing a clear strategic vision and ensuring that it aligns with the broader goals of the organization.
  • Policy Formulation: Create and enforce PMO policies, procedures, and methodologies to guarantee effective project execution. Standardize project management practices and templates to enhance consistency.
  • Project Management: Supervise the execution of multiple IT projects, ensuring proper resource distribution, risk assessment, and quality assurance. Monitor project timelines and make necessary adjustments to ensure successful outcomes.
  • Stakeholder Engagement: Work closely with senior leadership, business stakeholders, and project managers to prioritize projects that support strategic goals. Facilitate effective communication among project teams and stakeholders, ensuring adherence to relevant policies and regulations.
  • Team Development: Mentor and guide project managers and teams, fostering a culture of professional growth and excellence. Promote collaboration and high performance within the PMO.
  • Performance Evaluation: Conduct regular assessments of project performance to ensure compliance with PMO standards and identify areas for enhancement. Implement corrective measures as needed.
  • Financial Oversight: Manage the PMO budget, ensuring efficient resource allocation and cost-effectiveness. Track financial performance and introduce cost-saving strategies when feasible.
  • Reporting: Provide updates on project status, challenges, and risks to executive leadership. Prepare and deliver comprehensive reports to the executive team.

Required Qualifications:

  • Bachelor's or Master's Degree in Computer Science, Business Administration, or a related field.
  • Project Management certification (e.g., PMP, PRINCE2) is mandatory.

Essential Skills:

  • Demonstrated expertise in IT project and program management with a proven history of delivering complex projects on schedule and within budget.
  • Thorough understanding of project management methodologies and standards (e.g., EVM, PMBOK, PMI, Agile, Lean).
  • Exceptional leadership and team management abilities, capable of motivating and driving high-performance teams.
  • Strong strategic thinking and problem-solving skills, including management of scope, issues, risks, and corrective action plans.
  • Excellent communication and stakeholder management skills, with the ability to influence at all organizational levels.
  • 10-15 years of experience in IT and business sectors, showcasing progressive responsibility and leadership roles.
  • A minimum of 7 years in a managerial capacity, with at least 5 years managing significant and complex IT projects.
  • Proven experience in establishing and managing a PMO within a large enterprise, focusing on strategic alignment and performance enhancement. Proficiency in project management tools such as Microsoft Project, JIRA, or similar.

Preferred Skills:

  • Advanced understanding of change management principles and practices.
  • Experience in a governmental or public sector setting.
  • Familiarity with IT governance frameworks and compliance standards.
  • Strong analytical and financial management skills, with the capability to effectively manage budgets and resources.
