Axient is seeking a skilled Budget Analyst to support financial operations. In this position, you will be responsible for assisting, coordinating, and offering guidance on all Plans, Programs, and Budgeting Systems (PPBS) as well as resource planning actions for a directorate within HQ Air Combat Command (ACC).

Key Responsibilities:

  • Conduct independent evaluations of current and anticipated financial baselines for assigned Program Elements (PEs), develop spending plans and Program Objective Memorandum (POM) for PEs, supervise branch PEs, and provide recommendations for resource planning actions to enhance programs, system migrations, modernization efforts, and interface developments.
  • Monitor the obligation and expenditure rates of funds allocated to various organizations, identify discrepancies, and suggest corrective measures while detailing the resource environment and gaps for PEs.
  • Oversee the Budget Execution Report (BER) and Execution Plan, and assist in the initial distribution of budgetary resources.
  • Offer fiscal expertise to the Branch Chief in preparing and presenting briefings related to existing and proposed system changes.
  • Support the directorate with the PPBE process, including Centralized Asset Management (CAM) governance for all Operations & Maintenance (3400), Other Procurement (3080), Research, Development, Test & Evaluation (3600), and Military Personnel.
  • Ensure accurate capture of funding requirements to maintain traceability to mission needs, validate funding requests, and confirm that organizations can execute funding in alignment with specified requirements.
  • Prepare briefings and other materials for branch and division leadership engagements with senior officials to articulate resource requirements at all stages of the PPBE process and advocate for specific positions or actions to fulfill those needs.
  • Track funding documents from inception to completion, providing status updates to relevant points of contact and reconciling inaccuracies in collaboration with various stakeholders.
  • Process commitment and obligation documentation and forms, including Forms 616, Forms 9, Forms 4009, MIPRs, MORDs, and Journal Vouchers within relevant financial systems.
  • Review and consolidate inputs for financial and program management tasks to ensure timely responses.
  • Maintain proficiency in standard USAF financial management and resource applications, including but not limited to Program & Budget Enterprise System (PBES), CRIS, DEAMS, and emerging capabilities.
  • Coordinate with Financial Management course registrars to identify funding needs, track execution, and prepare monthly resource reviews, ensuring effective student funding processes.

Required Skills:

  • Possess a SECRET Clearance.
  • A minimum of five (5) years of experience in financial resource management, including two (2) years in budget cycle, POM, execution plan preparation, and program financial baseline analysis for the Department of Defense (DoD).
  • At least four (4) years of financial experience using financial processing software applications/systems such as DEAMS, CRIS, and ABSS or their current equivalents.
  • Knowledge of U.S. Government/DoD principles, methodologies, and approaches in Resource Management, Budgeting, and Acquisitions supporting cyberspace requirements.
  • Understanding of the PPBE process.
  • Strong capability to manage multiple complex tasks and delegate effectively among team members.
