is seeking an Acquisition Management Specialist with a Public Trust clearance to provide support

The Acquisition Management Specialist serves as a senior member of a project team in support of the U.S. Department of Energy (DOE) Office of the Chief Information Officer (OCIO).

This role provides expert functional knowledge to assist in the planning, administration, and execution of contracts for the Acquisition Management Office.

Key functional areas include acquisition management, business process improvement, quality assurance, organizational planning, financial oversight, acquisition logistics, configuration and data information systems, and major enterprise-wide technology deployments.


Essential Duties and Responsibilities:

Conducts analysis of current customer mission requirements and existing business processes, tools, and technologies to identify and document enhancements aimed at optimizing customer productivity and satisfaction.

Responsible for the accurate processing of specialized labor contracts and enterprise agreements.

Assists in the development and management of Blanket Purchase Agreements (BPA), Time & Materials (T&M), Labor Hour, Fixed Price, Cost Reimbursable/Award Fee type Subcontracts, Non-disclosure Agreements, and Teaming Agreements in accordance with government client requirements and contract specifications, including the review and interpretation of FAR/DFAR procurement policies and procedures.

Coordinates, develops, and produces contract documentation such as subcontracts, NDA and TA agreements, modification task/delivery orders, solicitations, estimates, cost/price analyses, negotiation memorandums, justifications, determinations, special contract provisions, representations and certifications, and correspondence.

Provides contracting support, coordinating pre-award contract proposal functions and assisting in decisions regarding contract management approaches with supervision, while facilitating the contract proposal process.

Supports post-award subcontract management, ensuring compliance with performance criteria and developing effective acquisition strategies.
Advises management on potential improvements or innovative approaches.
Ensures contract requirements are fulfilled, monitors cost status, assists in cost management, and coordinates issue resolution with clients.
Interfaces and collaborates with contractors, subcontractors, intercompany, interdepartmental, and internal personnel.
Serves as a resource for team members and clients, fostering an effective and positive work environment through cooperative working relationships.
Performs all other position-related duties as assigned or requested.

Education/Experience:
Bachelor's degree in a relevant field of study. Must meet minimum years of experience requirement as specified below.
Must have a minimum of 3 years' relevant experience in program management.
Program/Project Manager - Level II (required degree + 3 years of experience)

Certificates, Licenses, Registration:
U.S. Citizens only due to government or federal requirement

Job Specific Knowledge, Skills, Abilities:


Experience in and knowledge of the Federal Acquisition Regulations (FAR) and (DFAR), Agency FAR supplements, and Cost Accounting Standards (CAS).

Familiarity with industry methods for process improvement, organizational design, or performance optimization.
Strong customer service and management skills/capabilities; including a demonstrated ability to work cross-functionally (internally) and/or externally.
Excellent project management, senior client engagement, and solutions development skills.
Exceptional organization and time management abilities with the capacity to handle multiple priorities.
Outstanding analytical and problem-solving skills with the ability to assess business requirements.
High level of proficiency in briefing management and communicating recommendations regarding project status.
Excellent verbal and written communication skills.
Superior customer service and relationship management skills.

Ability to work both independently and in a team environment.

Working Environment & Conditions:
This job operates in a professional office environment with a noise level that is mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.

This position is primarily indoors, consistent with a standard office role, and has a noise level that is mostly low to moderate.

The incumbent is required to stand, walk, sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear.

The workload may require the incumbent to sit for extended periods. The incumbent must be able to read, perform simple math calculations, and withstand moderate amounts of stress.
The incumbent must occasionally lift and/or move up to 25 lbs.

Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
