Job Summary:

The State of Oregon is seeking a highly skilled Water Quality Compliance Program Manager to lead the Confined Animal Feeding Operation & Fertilizer programs. This position is responsible for ensuring compliance with regulations and developing procedures for efficient service delivery.

Key Responsibilities:

  • Coordinate and assign daily activities of the CAFO and Fertilizer programs, providing guidance to ensure overall program area goals and objectives are met.
  • Ensure compliance with existing regulations and develop procedures for efficient and effective service delivery, working closely with the agriculture industry, environmental community, and stakeholders.
  • Assist in preparing department budgets by preparing program and project-specific budgets and administering budgetary controls.

Requirements:

  • Five years of lead work, management experience in environmental compliance or a related field.
  • OR
    • Two years of related experience and a bachelor's degree in a related field, such as agriculture or environmental science.
    • Must be a Certified Professional Agronomist, or Certified Crop Advisor, or equivalent certificate, or have the ability to become certified within 6 months of accepting the position.
    • Must have a current and valid driver's license with an acceptable driving record.

Desired Attributes:

  • Possess in-depth knowledge of Confined Animal Feeding Operations (CAFO) regulations, permits, and best management practices (BMPs), including nutrient management, waste handling, and pollution control technologies specific to CAFOs.
  • Experience leading a distributed organization of remote, hybrid, and in-office workers, demonstrating ability to engage and lead all employees where they are at, using a continuous improvement and DEIB supportive mindset.
  • Collaborative, transparent style with strong communication skills and abilities, adept at anticipating change, knowing when to pivot, and how to engage employees effectively with understanding the way to achieve goals.
  • Transformational leadership experience and demonstrated ability to effectively influence and engage others.
  • Must be a Certified Professional Agronomist, or Certified Crop Advisor, or equivalent certificate, or have the ability to become certified within 6 months of accepting the position.
