Job Summary

Bright Beginnings Inc. is a leading non-profit organization dedicated to providing early childhood and family learning centers for families experiencing homelessness. Our mission is to deliver high-quality educational services and support families in achieving self-sufficiency.

Key Responsibilities
  1. Compliance Management
  • Maintain a comprehensive compliance calendar to ensure adherence to Head Start Performance Standards, OSSE Childcare Subsidy Agreement, USDA's CACFP, TANF, and SNAP programs, and Medicaid requirements.
  • Analyze insurance claims for accuracy and ensure timely submission to payers.
  • Resolve issues with claims, including underpayments and denials, to ensure full and timely reimbursement.
Financial Operations
  • Post payments and process statements and invoices efficiently.
  • Audit participant and staff files to assess compliance with critical policies, procedures, and regulations.
Compliance Tools and Training
  • Develop compliance tools for internal auditing to ensure programs are audit-ready.
  • Provide compliance and HIPAA training for all staff, including new hires.
Risk Management and Collaboration
  • Minimize the risk of deficiencies in new or existing programs by reviewing compliance reviews.
  • Collaborate with administrative and management personnel to formulate and establish department policies and procedures.
Regulatory Compliance and Audits
  • Lead efforts during audits by regulatory bodies and other external agencies as needed.
  • Monitor staff training for compliance with regulatory policies and procedures.
Reporting and Confidentiality
  • Complete and submit required monthly reports through HMIS, HSES, ChildPlus.Net, and OSSE.
  • Maintain confidentiality of information at all times.
Requirements
  1. Mission and culture alignment.
  2. Baccalaureate degree preferred in accounting, business administration, healthcare administration, or other related field.
  3. Two or more years of experience required.
  4. Bilingual in Spanish or Amharic (speaking and writing) preferred, but not required.
  5. The ability to problem-solve and work with families and children of various cultures and low-income backgrounds.
  6. Track record of establishing effective working relationships with colleagues at all levels across teams.
  7. Ability to maintain a cooperative, diplomatic working relationship with co-workers, supervisors, families, and the community.
  8. Flexibility in work settings, maturity of judgment, and ability to work collegially.
  9. Maintain training and professional development credits current.
  10. Strong public speaking and written communication skills with excellent attention to detail, organizing data, producing reports, and meeting deadlines.
  11. Thorough understanding and working knowledge of client confidentiality.
  12. Strong computer skills with proficiency in Windows-based programs, such as the Microsoft Office Suite.
  13. Must have DC local and Federal criminal record clearance, Child Protective Register check status, and substance abuse testing.
  14. Documentation of Tuberculin-free condition and health screening on an annual basis.
Physical Demands
  • Ability to lift 25-30 lbs.
  • Ability to walk, squat/kneel, sit on the floor, see, hear, and speak.
  • Ability to raise objects from a lower to a higher location or move objects horizontally from one location to another.
  • Ability to sit for extended periods in front of a computer.
