Job Title:
Technical Projects Supervisor

Job Overview:
Oversees and manages significant technical initiatives within the Facilities Management Division.

Key Responsibilities:

Leads, directs, and assesses assigned personnel, addressing employee issues, managing workflow, providing guidance, enforcing discipline, and conducting performance evaluations.

Offers direction and support to team members, contractors, and work crews; organizes daily operations; prioritizes and assigns tasks; monitors ongoing work and inspects completed projects; collaborates with staff as necessary; assists with complex issues and provides technical insights.

Engages in professional and technical activities to support business applications, including planning, design, analysis, implementation, integration, and management of technical systems for the Department/Division.

Ensures adherence to all relevant codes, laws, regulations, standards, and policies; maintains compliance with established safety and security protocols; monitors the work environment and the use of safety equipment to safeguard employees and others; interprets plans and specifications; researches codes as necessary; initiates corrective actions for any deviations.

Consults with management or other officials to review project statuses, address problems, receive guidance, and provide recommendations.

Plans, prioritizes, supervises, and oversees the activities of staff and consultants involved in design, planning, scheduling, construction, and specification development during various project phases.

Recommends and assists in implementing both long-term and short-term strategies, goals, technologies, and objectives; evaluates the efficiency and effectiveness of division operations and suggests improvements; reviews proposed legislation for potential impacts on current and future projects.

Establishes schedules and methods for effective project management support; develops tracking and reporting systems; prepares various reports on operational statuses.

Assists in the development and execution of divisional policies and procedures.

Contributes to the formulation and management of the divisional budget; prepares and oversees project budgets; estimates costs; submits justifications for budget requests; monitors expenditures for compliance with approved budgets.

Reviews construction plans, designs, and specifications for compliance with applicable laws and standards; ensures the feasibility of plans; conducts field checks; recommends improvements or modifications as necessary.

Prepares project timelines and monitors progress against established schedules.

Coordinates the bidding and contracting processes; prepares Requests for Proposals (RFPs); participates in negotiations for professional services; makes recommendations regarding vendor selection and contract awards.

Coordinates the acquisition and maintenance of necessary permits; researches federal, state, and local code requirements; collaborates with multiple divisions and consultants to prepare application documents.

Oversees and coordinates work performed by consultants and contractors; administers maintenance contracts; ensures compliance with contract terms; reviews invoices and payment requests.

Manages projects during design and development; attends regular project meetings; prepares and processes change orders; reviews project progress reports; monitors adherence to schedules.

Conducts inspections and maintains records to ensure quality control; inspects work and materials; coordinates final inspections; manages project acceptance with other divisions or agencies.

Prepares executive summaries for presentation to relevant boards or officials.

Provides technical advice and assistance regarding project management issues and design activities; responds to inquiries and resolves engineering problems or conflicts; recommends solutions.

Coordinates projects with other divisions, consultants, contractors, and utility companies as needed; collaborates with utility engineering staff to identify existing utilities.

Participates in legal proceedings related to projects; attends hearings and provides necessary documentation.


Additional Functions:
Performs other related duties as required.
Essential Employees may be required to work during emergencies as determined by the County's Administrative Office.

Minimum Qualifications:
Bachelor's degree required.

Seven (7) years of relevant experience.
Candidates without a degree should possess four (4) additional years of relevant experience.
Fingerprinting required.

Must possess and maintain a valid driver's license with any necessary endorsements.
