Position Overview:
This is a permanent full-time role within the Department of the Attorney General, Criminal Justice Division.

Compensation:
Monthly salary ranges from $5,918 to $7,198 (SR-24, Step D to I). The hiring rates will be determined based on the availability of funds, the qualifications of the applicant, and other relevant factors.

The Senior Investigative Officer is responsible for planning, organizing, directing, and coordinating the operations of an investigative agency that focuses on civil, administrative, and/or criminal inquiries within its jurisdiction. This role may involve investigating violations related to specific program areas, such as welfare fraud, or conducting inquiries across various jurisdictions, including Executive, Legislative, or Judicial Branches, state departments, county and federal governments, and regulatory boards, addressing a wide range of program areas.

This position is situated within the Medicaid Fraud Unit of the Criminal Justice Division of the Department of the Attorney General.

The role is endowed with statewide police powers as per Section 28-11 of the Hawaii Revised Statutes (HRS) and includes the authority to carry and utilize firearms and ammunition.

The Senior Investigative Officer will independently conduct investigations into a variety of criminal and civil fraud cases involving state Medicaid, medical, and healthcare programs, including Medicaid and Medicare.

Investigative responsibilities encompass suspected fraud and abuse by providers, complaints regarding patient abuse and neglect, and other criminal matters such as homicide, assault, theft, and criminal neglect.

A significant portion of the work involves executing criminal investigations, which include suspect interrogations, witness interviews, evidence collection, informant cultivation, surveillance, undercover operations, search warrant preparation, ensuring proper evidence handling throughout investigations, and executing arrests.

Qualifications:
Legal Authorization:

Applicants must be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.


Educational Background:
A Bachelor’s degree from an accredited four-year college or university is required.

Specialized Experience:
Applicants must have at least three and a half (3-1/2) years of progressively responsible professional investigative experience demonstrating:
• Initiative, ingenuity, resourcefulness, and judgment in collecting, assembling, and developing relevant facts and data;
• The ability to think logically and objectively, analyze and evaluate facts and evidence, and reach sound conclusions;
• Proficiency in written and oral reporting and presenting investigative findings clearly and concisely;
• Tact, discretion, and the ability to gain the cooperation and confidence of others.

Quality of Experience:

At least one (1) year of the specialized experience must be comparable in scope, complexity, and responsibility to the work characteristic of the Investigator IV class in state service.

Selective Certification Requirement (Criminal Investigations Experience): Applicants must demonstrate knowledge of interviewing and interrogation techniques, investigative report writing, legal evidence rules, search and seizure laws, arrest laws, surveillance techniques and equipment, proper use of force, including deadly force, and the Hawaii Penal Code. Applicants should also be able to review and analyze financial and other written documents.

Additionally, applicants must possess thorough knowledge of and the ability to properly use firearms in the execution of their duties.

Certification for this position will be limited to applicants who meet the educational and experience requirements for the Investigator V class, and:
• Meet all state and federal requirements for carrying, possessing, and using firearms and ammunition;
• Are currently or have previously been qualified by a certified law enforcement firearms instructor to carry a department-issued handgun.

Of the required three and a half (3-1/2) years of specialized experience, at least two (2) years must involve conducting criminal investigations and demonstrate the application of the specialized knowledge and abilities outlined above.

The Criminal Investigations Experience may have been acquired concurrently as part of the required specialized experience or in a separate capacity.


Supervisory Aptitude:
While actual supervisory experience is not mandatory, strong affirmative evidence of necessary supervisory abilities and/or potential will be considered sufficient.
Special Requirements:

Applicants must meet all state and federal requirements for carrying, possessing, and using firearms and ammunition and must have been currently or previously qualified by a certified law enforcement firearms instructor to carry a department-issued handgun.

Applicants must not have a conviction for domestic violence.


Driver's License:
A valid driver's license is required at the time of appointment.

Drug Testing:

Selected applicants will be required to successfully pass a pre-employment drug test, which will be at the applicant's expense.
