Key Responsibilities:

Pipeline Strategy Formulation:

  • Design and execute holistic strategies to optimize fuel transportation, focusing on pipeline connectivity and redundancy systems.
  • Develop comprehensive plans for fuel distribution, particularly in scenarios where limited sources serve critical infrastructures.
  • Establish project plans for future pipeline enhancements, addressing both strategic and operational dimensions.

Regulatory and Environmental Adherence:

  • Ensure compliance with all pertinent State, DOT, and PHMSA regulations, alongside company policies and procedures.
  • Lead both internal and external compliance assessments, maintaining a robust understanding of environmental and safety regulations impacting pipeline and logistics operations.

Emergency Response Management:

  • Oversee DOT incident and emergency response initiatives, including spill drills and training exercises.
  • Strategically coordinate emergency logistics to avert and mitigate disruptions.

Stakeholder and Community Engagement:

  • Act as the primary point of contact with Federal, State, and local regulatory bodies concerning pipeline safety and logistics compliance.
  • Foster and sustain strong relationships with local authorities and community stakeholders, leveraging extensive local knowledge.

Operational Management:

  • Provide daily oversight to contractors, consultants, and staff, ensuring engineering designs align with logistical and construction requirements.
  • Support public awareness initiatives, damage prevention programs, and the Integrity Management Program (IMP).

Data Oversight and Trend Monitoring:

  • Manage a centralized data collection system to monitor Pipeline Safety Compliance.
  • Evaluate compliance-related activities and proactively track regulatory changes, integrating relevant updates into company policies.

Required Experience and Skills:

Experience:

  • At least 15 years of progressively responsible experience in regulated hazardous liquids pipeline and refined product logistics.
  • Demonstrated experience managing pipelines in public domains, addressing a wide range of associated challenges.
  • Proven expertise in complex pipeline system management, including design, construction, engineering, and maintenance.
  • Strong strategic planning and emergency response management skills, particularly in high-stakes environments.
  • Exceptional leadership abilities with a track record in managing teams, including those without direct reporting lines.

Knowledge:

  • Thorough understanding of DOT and PHMSA regulations, including familiarity with CFR 192 and 193.
  • Extensive knowledge of logistics and pipeline operations, particularly within challenging environments.
  • Comprehensive understanding of various fuels and their specific requirements for pipeline transport.
  • In-depth knowledge of port operations and the complexities of stakeholder management.

Skills:

  • Outstanding interpersonal skills with the ability to engage and communicate effectively with diverse audiences.
  • Strong strategic and systems thinking capabilities essential for high-level decision-making.
  • Proven ability to lead cross-functional teams in demanding environments, ensuring compliance and safety while maintaining operational efficiency.

Education:

  • Bachelor of Science Degree in Civil, Chemical, or Mechanical Engineering.
