The Maintenance Specialist, under the guidance of the Maintenance Supervisor, is responsible for overseeing all pipeline maintenance and construction operations within their designated area. This role entails the planning, scheduling, and execution of both routine and non-routine maintenance tasks in alignment with company policies, procedures, and regulatory standards. The primary focus will be on pipeline assets, although support may extend to other regions as directed by management.

Key Responsibilities:
  • Ensure adherence to procedures, best practices, and equipment standards through collaboration with field maintenance and operations teams. Actively engage in maintenance planning and budget development alongside the Maintenance Supervisor.
  • Coordinate and supervise the implementation of significant pipeline and terminal construction and maintenance projects.
  • Guide and mentor maintenance contractors under supervision.
  • Conduct audits to verify process performance and compliance with regulatory and company standards, providing safety oversight for maintenance and construction activities.
  • Assist in scheduling maintenance downtime, ensuring effective communication and project coordination to maximize efficiency.
  • Develop Project Execution Plans, High-Risk Excavation Plans, and Specific Site Safety Plans for maintenance activities within the assigned area. Coordinate decommissioning and commissioning plans for pipelines and terminals.
Basic/Required Qualifications:
  • Legally authorized to work in the job posting country.
  • High school diploma or GED equivalent.
  • Minimum age of 18 years.
  • Valid driver's license is required.
  • Ability to perform the following tasks, with or without reasonable accommodation:
    • Work overtime as necessary.
    • Work outdoors in adverse weather conditions.
    • Wear personal protective equipment, including fire-retardant clothing and steel-toe shoes.
    • Climb ladders and stairs, typically ranging from 5 to 40 feet in height.
    • Lift and transport items weighing up to 50 pounds.
    • Engage in physical activities such as walking, standing, stooping, and climbing on various terrains.
    • Travel up to 50% of the time or more, with experience in industrial maintenance, rotating equipment, crafts, shops, and instrumentation in a pipeline environment.
  • Working knowledge of pipeline and terminal operations.
  • Familiarity with pipeline maintenance procedures, policies, and DOT regulations.
  • Current or ability to obtain an Operator Qualification Certificate.
  • Willingness to obtain a Transportation Worker Identification Card (TWIC).
Preferred Qualifications:
  • Associate's degree or higher.
  • Experience supervising employees or contractors.
  • Intermediate proficiency in Microsoft Office Excel and Word; familiarity with SAP and Microsoft Projects.
  • Knowledge of pipeline integrity programs and assessment techniques.
  • Understanding of pipeline rotating equipment and electrical maintenance.

This position is eligible for the Phillips 66 geographic differential pay program, with details provided upon employment offer.

Compensation:

The base pay range for this role is $90,000 to $120,000, depending on relevant work experience and education.
