Housing Programs Specialist

We are seeking a highly skilled and detail-oriented Housing Programs Specialist to join our team at Chesterfield County, VA. As a key member of our department, you will be responsible for managing a wide range of Housing Choice Voucher (HCV) Program duties, including application intake, eligibility determination, recertification of participants, and housing assistance payment contracts.
Key Responsibilities:- Remain current on federal, state, and agency guidelines related to HCV Program policies.
- Ensure accurate information is entered into computer software and reflected in participant files.
- Prepare and submit timely reports that meet program requirements.
- Schedule and conduct program intake and eligibility, annual and interim recertifications, and program briefings.
- Conduct annual, interim, and special inspections in accordance with HUD regulations.
- Research and compile data for rent reasonableness analysis and utility allowance adjustments.
- Effectively communicate HCV program policies and procedures to applicants, participants, landlords, and the general public.
- Maintain a positive working relationship with property owners and property management companies.
- Stay up-to-date on changes in Public and Indian Housing (PIH) Notices and HUD policies.
- Compile and prepare reports for SEMAP audits and ensure records are maintained in compliance with HUD and VH regulations.
- Bachelor's degree in human services or a related field with one year of experience in housing eligibility and case management, and HQS housing inspections.
- Bilingual in English and Spanish preferred.
- Fundamental knowledge of HUD-established housing quality standards and Virginia code.
- Comprehensive knowledge of HCV program policies and procedures.
- Good clerical and administrative aptitude, organizational skills, and proficiency in Microsoft Windows applications.
- Excellent verbal and written communication skills and ability to make public presentations.
- Self-starter with the ability to work independently with minimal supervision.
- Ability to work under pressure and meet critical deadlines.
- Must exercise good judgment and make sound decisions according to HUD, Virginia Housing, and Chesterfield County policies.
