This role is situated within the Program Services division of the Financial Services Department, a key component of Pinellas County's Safety and Emergency Services. The position entails intricate technical and financial responsibilities focused on compliance, oversight, analysis, and processing related to the ambulance billing revenue cycle. Key competencies and responsibilities include:

  • Managing the Emergency Medical Services (EMS) billing system, ensuring timely receipt of funds from both public and private insurance entities, including The Center for Medicare and Medicaid Services (CMS);
  • Collaborating with the County Attorney's Office to facilitate the collection of owed funds and the resolution of estates, probates, and claims;
  • Demonstrating comprehensive knowledge and independent application of State and Federal healthcare regulations;
  • Applying medical terminology and exercising independent judgment regarding medical necessity;
  • Navigating billing intricacies associated with various insurance carriers, hospitals, hospices, Veterans Administration, and skilled nursing facilities;
  • Conducting account analyses to determine the next steps for account resolution;
  • Interpreting and applying complex regulations and departmental billing policies;
  • Addressing various aspects of secondary billing functions, including denials, appeals, payment discrepancies, and lack of payer responses.

This position represents the journey level within the classification series, with potential to guide and instruct junior medical billing staff and serve as a group lead for support personnel. The role reports to a supervisor or manager and necessitates a higher degree of independent judgment and decision-making compared to the Medical Billing Specialist 1. The assignments are characterized by their complexity.

Work is conducted onsite, Monday through Friday.

Key Responsibilities:

  • Verify, update, and ensure the accuracy of information within the medical billing system.
  • Investigate and resolve claim discrepancies, including verification failures and claim rejections.
  • Manage electronic claims submissions and retrieve files through designated systems.
  • Submit and reconcile claims sent to Collection Agencies, including generating collections reports.
  • Conduct routine Quality Assurance reviews related to claim submissions and special projects.
  • Convert incoming correspondence into digital formats following established procedures.
  • Coordinate the mailing of paper claims and supporting documents as necessary.
  • Process returned mail according to guidelines.
  • Sort and distribute incoming mail accurately.
  • Manage additional information requests from insurance providers.
  • Review workflows to determine appropriate actions for additional information requests.
  • Document and process all incoming correspondence, excluding Medicare appeals and jail denials.
  • Support document management activities, including sorting and archiving.
  • Resolve assigned tickets through the Ticketing System, adhering to service level agreements.
  • Update payer information as needed.
  • Determine the appropriate payer based on transport circumstances and applicable regulations.
  • Utilize medical billing knowledge for insurance verification processes.
  • Interpret medical information from various reports to assess medical necessity and service levels.
  • Audit accounts to validate past actions and determine subsequent steps.
  • Address EOB issues with insurance carriers.
  • Perform a variety of tasks in an automated office environment.
  • Prepare status reports and engage in special projects as required.
  • Undertake other related duties as assigned.

Qualifications:

  • Proficiency in Microsoft Windows, Word, Excel, and Adobe Acrobat.
  • Experience with various automated software applications.
  • Must not be listed on the Health & Human Services exclusion list.
  • Additional knowledge, skills, abilities, and credentials as required for specific roles.
  • Flexibility to handle various customer service and administrative tasks, including emergency and disaster situations.

Medical Billing Specialist 1:

  • Minimum of three years' experience in medical billing, claim analysis, denial review, or secondary billing workflows; or
  • An equivalent combination of education, training, and/or experience.

Medical Billing Specialist 2:

  • Minimum of five years' experience in medical billing, claim analysis, denial review, or secondary billing workflows; or
  • An equivalent combination of education, training, and/or experience.
