Position Overview: Asset Management Program Analyst

SUMMARY: This position is focused on delivering analytical and programmatic support for the establishment, execution, and upkeep of the Asset Management Program. Key responsibilities encompass data gathering, workflow assessment, reporting, and documentation, as well as managing condition assessment data, data mining, and providing program and technical assistance. Additionally, this role includes training and the creation of various documentation types in accordance with the AMP policy and program.

Key Responsibilities:

  • Perform statistical and other analyses on asset condition, performance, and risk data.
  • Generate insightful reports and presentations related to asset management data.
  • Examine data within databases, identify integrity issues, and suggest quality control measures.
  • Collaborate with internal teams to utilize asset management data and aid in developing prioritization and replacement strategies, business cases, project planning, and financial forecasting.
  • Assist in formulating maintenance data standards and monitoring key performance indicators to manage risk and sustain asset performance.
  • Continuously analyze assessment results and feedback to pinpoint areas for enhancement and adaptation in training, content, and methodologies.
  • Assess current or proposed business processes to determine program and system-specific requirements.
  • Design and conduct engaging training sessions tailored to the roles and responsibilities of participants in applying asset management program standards.
  • Document processes and procedures for infrastructure condition assessments, oversee asset criteria, and condition monitoring methodologies to ensure data accuracy, validity, and integrity.
  • Work alongside subject matter experts and maintenance planners to bolster the asset management program.
  • Provide technical support to other departments concerning asset management policies, procedures, technical specifications, and details.
  • Conduct research, data collection, analysis, calculations, and prepare documentation for technical reports and studies on asset management projects.
  • Communicate Asset Management Program information and requirements throughout the organization.
  • Investigate, assess, recommend, and implement technical and administrative solutions to meet asset management objectives.
  • Address issues related to the asset management system environment and implement preventive measures.
  • Coordinate efforts with engineers, contractors, and relevant agencies as necessary.
  • Assist in developing data management procedures and functional specifications to enhance the Asset Management Program.
  • Execute other duties as required within the scope of responsibility.

EDUCATION and/or EXPERIENCE:

A bachelor's degree, associate degree, specialized training, or equivalent experience of at least two years with a focus on GIS, Asset Management, or a related field is required. Proficiency with EAM and CMMS software packages, workflow mapping, ESRI ArcGIS, and the Microsoft Office suite is essential.

REQUIRED KNOWLEDGE, SKILLS, & ABILITIES:
  • Comprehension of principles and practices related to asset management, preventive maintenance, and condition assessment within the water/wastewater sector;
  • Familiarity with Enterprise Asset Management (EAM) systems for utilities/public applications;
  • Interpersonal skills for integrating operational and data management standards into daily practice and leading training sessions;
  • Experience in data mining, database administration, report development, technical writing, training material creation, and workflow monitoring;
  • Strong customer relations skills, attention to detail, and ability to work under pressure;
  • Effective oral and written communication skills;
  • Capability to create, prepare, and present technical and administrative reports;
  • Able to work collaboratively in a team-oriented environment, balancing workloads and project assignments.

Data Analysis: Involves comparing and evaluating observable characteristics of data, individuals, or items, and assessing data using established criteria.

Computer Skills: Proficiency in computer software processing, including word processing, spreadsheets, databases, and general ledger applications.
