Job Title: Assistant City Engineer

Join the City of East Providence team as an Assistant City Engineer, responsible for performing engineering duties in the office and in the field. This role involves investigating, developing, designing, constructing, and maintaining public works, wastewater, and water utility engineering projects.

Key Responsibilities:
  • Conduct field investigations and surveys to prepare for public works, wastewater, and water utility engineering projects.
  • Prepare preliminary plans, designs, specifications, and estimates of cost for large projects and complete plans for smaller projects.
  • Serve as resident engineer on major construction projects, enforcing adherence to plans and specifications, and protecting the City's interests.
  • Supervise inspectors on various projects to ensure specifications are adhered to and materials and general construction methods meet City Standards.
  • Manage GIS-related projects, including budgeting, scheduling, and resource allocation.
  • Investigate complaints of property owners alleging damages caused by wastewater, storm water, water, or highway construction.
  • Prepare or supervise the preparation of layout maps on all highways and section maps showing all building offsets.
  • Prepare and keep current accurate surveys of all City-owned property.
  • Provide general survey and mapping facilities for other City departments.
  • Prepare maps showing structures, utilities, and other facilities within and under streets and sidewalks.
  • Prepare assessments for curbing, grading, and sidewalks.
  • Keep records and make reports as required, including the annual storm water report per MS4 requirements.
  • Responsible for the maintenance of construction work and cost records of engineering projects; make independent calculations from plans and field notes as to the work done by the contractor and estimate payment due; compile a history of contracts showing all pertinent data relating thereto; and represent the Division of Engineering with contractors concerning payments and settling of differences.
  • Review proposed development plans and prepare review letters for multiple City departments.
  • Perform related work as required.
Requirements:
  • Thorough working knowledge of the principles and practices of civil engineering, including knowledge of hydraulic and hydrology engineering.
  • Ability to organize work effectively and use a wide range of procedures to complete work in accordance with established departmental policies and standards.
  • Thorough working knowledge of materials, methods, and techniques of public works or water works construction.
  • A working knowledge and experience with computer drafting, mapping software, CAD, HydoCAD, ArcGIS, and industry-related computer applications.
  • Ability to supervise and inspect the work of contractors and enforce adherence to plans and specifications.
  • Skill in planning and conducting engineering research work and making engineering plans and specifications.
  • Experience in a supervisory role in engineering or construction work.
Physical Requirements:
  • Ability to work in both an office setting and in the field. Duties require significant use of manual skills, finger dexterity, and motor coordination required to operate computer terminals, operate survey equipment, and prepare scale drawings.
  • Duties require intermittent light physical carrying, lifting, or moving light weight material or engineering equipment.
Minimum Qualifications:
  • Bachelor's degree in civil engineering, Environmental Engineering, or a related field from a college or university with an ABET accredited engineering curriculum and certification.
  • Engineer-in-Training (EIT) certification required. Professional Engineer (PE) license is preferred but not required at the time of hire. However, the successful candidate must obtain a PE license within two years of employment.
  • 3-5 years of experience in municipal engineering or a related field.
  • Any equivalent combination of experience and training that provides the desired abilities, knowledge, and skills.
