Description

The primary objective of this role is to uphold, investigate, coordinate, guide, assist, and counsel the code enforcement personnel concerning the enforcement and investigation of breaches of various codes and regulations within Lancaster County. This includes preparing and maintaining necessary documentation, assisting in court presentations, and performing related tasks as needed.

Key Responsibilities

The following duties represent the majority of the responsibilities associated with this position. Additional tasks may be assigned as necessary.

1. Collaborates and coordinates daily operations of Code Enforcement, aiding staff with cases and providing insights on processing violations; ensuring timely processing of cases in line with established procedures and policies.

2. Receives, investigates, and addresses public inquiries, requests for assistance, and complaints regarding county codes and regulations. Participates in court hearings and presents code cases.

3. Conducts field investigations to identify code violations; interviews violators, witnesses, and confidential informants as necessary; performs visual surveillance of properties when required.

4. Prepares and issues notices of confirmed violations; provides written and verbal explanations of options for resolving violations to relevant parties.

5. Assists various county officials with investigations and enforcement activities across different departments.

6. Maintains accurate and current case files, records, and reports; keeps an updated computer database of cases.

7. Researches zoning and ownership details of non-compliant properties.

8. Processes various fees and fines as required.

Additional Duties

- Reads, interprets, analyzes, and explains codes and regulations to the public.
- Collaborates with the Sheriff's Department and DHEC in investigating code violations. Assists the Fire Prevention Department with cases and court hearings.
- Prepares a variety of reports and studies for decision-making purposes.
- Attends training sessions, seminars, and meetings to enhance job knowledge and skills.
- Stays informed about statutory regulations and changes relevant to assigned programs and projects.
- Performs general clerical tasks, including report preparation, document management, data entry, and communication.
- Prepares presentations for hearings and court cases.
- Issues and delivers summonses and subpoenas for code violators.
- Regularly updates supervisors on case statuses.

Qualifications

Education and Experience:
Completion of a Bachelor's degree. Requires three years of experience in code enforcement or law enforcement.

Certifications and Licenses:
Upper State Code Enforcement Association/South Carolina Litter Association preferred.

Knowledge, Skills, and Abilities
Understanding of county zoning regulations. Familiarity with building and code standards. Proficient in researching property ownership. Capable of communicating with and supervising code enforcement staff. Skilled in interpreting and explaining codes and regulations to the public. Proficient in preparing case files, documenting violations, and gathering evidence for court presentations.

Work Environment
Work involves a mix of indoor and outdoor environments, with potential exposure to various hazards.
