This role is focused on hiring an Electrical Engineer to act as a consultant within the Bonneville Power Administration (BPA).
Position Overview:
This Electrical Engineer role is situated in the Test and Energization (TETC) division of the Commissioning and Testing (TET) group within the Transmission Services (T) sector of BPA. The Commissioning & Testing Electrical Engineer provides on-site engineering and project support for substation construction initiatives. This position operates as a field electrical engineer, executing the testing and energization of communication and control systems in high voltage electrical substations, radio facilities, and control centers, while also suggesting modifications and enhancements to existing installations across BPA systems in various states.
Key Responsibilities:
Under the supervision of a commissioning engineer or technician, conduct testing of substation apparatus, focusing on power circuit breakers, transformers, and static capacitors.
This testing encompasses verification of CT/PT ratios, CT polarity, transformer impedance, power factor for transformers, timing of power circuit breakers, and insulation voltage withstand assessments.
With guidance from the BPA lead engineer, perform testing of Substation Control systems including Protective Relaying, SCADA, microwave radio, Transfer Trip, and PLCs (Programmable Logic Controllers).
Support the design, implementation, maintenance, and enhancement of electrical instruments, equipment, facilities, components, products, and systems by verifying rack wiring and cables in BPA facilities.
Utilize computer-assisted engineering and design software to execute engineering tasks under the direction of a BPA Lead Engineer.
Collect data for the BPA Lead Engineer to develop electrical schematics, reports, and calculations that support engineering solutions for electrical systems.
Assist the BPA lead engineer in coordinating construction, installation, maintenance, support, documentation, or testing activities to ensure compliance with specifications, codes, and customer requirements.
With the approval of the BPA Lead Engineer, carry out detailed calculations to establish construction and installation standards and specifications.
Support the BPA lead engineer in inspecting completed installations and verifying operations to ensure adherence to design and equipment specifications, as well as compliance with operational and safety standards.
Provide troubleshooting and on-site technical assistance to craft/customer personnel in the field, as directed.
Collaborate with BPA design staff during the engineering phase to comprehend design philosophy and supply field information/valid requirements.
Apply a broad knowledge of engineering principles and practices across various assignments and related fields.
With oversight from the BPA manager/BPA lead engineer, facilitate on-site projects, including requesting outages through the outage coordinator and confirming material arrivals.
Organize documents and maintain filing systems, files, emails, and records in line with compliance requirements. Ensure that documents are shared only with authorized personnel. Maintain all official records according to Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Ensure that official records are accurately maintained for auditing purposes.
Qualifications:
Required Education & Experience:
A Bachelor's degree in engineering from an ABET accredited institution is mandatory.
Candidates nearing graduation will be considered, with proof of degree potentially requested post-graduation.
6 months of experience and knowledge of electrical engineering concepts, principles, and practices relevant to components and facilities on a regional transmission system is essential.
Proficiency in Microsoft Office Suite, including Word, Excel, and Outlook is required.
Preferred Skills & Experience:
Training or experience in Power Systems Engineering sufficient to facilitate knowledge development of design standards through practical training.
The aim is for the Engineer to review and refine Controls, RAS, Metering, and Protective Relay Design.
Demonstrated ability to interpret and understand electrical schematics, including one-lines, wiring diagrams, and schematics to ascertain the operation of protection and control systems.
