Role Summary:

The Personnel Security Specialist is responsible for reviewing investigation request documentation for accuracy and completeness, as well as processing e-QIP packets for federal and contractor personnel. This role involves initiating background investigation paperwork, reviewing applicant submissions, corresponding for clarification, managing data entry requirements, creating case files, and submitting e-QIP packets for review and processing.

Key Responsibilities:

  • Provide direct support to the FBI Security Program by overseeing the execution of less complex security assessment investigations from inception to conclusion.
  • Conduct, review, and analyze a variety of interviews both within and outside the organization.
  • Investigate subjects including FBI applicants, contract/access applicants, and others requiring security clearances.
  • Support analysis and research on complex issues related to Personnel Security.
  • Prepare written reports and oral presentations utilizing critical thinking and analytical skills.
  • Inform supervisors of potentially controversial issues or those with significant implications.
  • Manage and update personnel security documentation files.
  • Ensure the security of program data and materials.
  • Process security clearance and background investigation documentation in preparation for adjudication.
  • Summarize data and compose necessary correspondence for initiating investigations, detailing individual case backgrounds and security concerns.
  • Provide guidance for investigation initiation, outlining leads to be addressed in compliance with federal standards and FBI policies.
  • Coordinate with field offices for the submission of investigation information.
  • Critically evaluate investigative reports for compliance with administrative requirements and adequacy of investigations.
  • Identify inadequacies and provide additional instructions to the field as necessary.
  • Recommend the need for polygraph examinations and interviews based on data analysis.
  • Compose communications to relevant FBI divisions and field offices to initiate necessary actions.
  • All determinations and communications are subject to review and approval by the Government lead.

Qualifications:

  • Ability to obtain a Top Secret security clearance and SCI access, including passing a security polygraph exam.
  • Two years of experience in personnel security investigations or as an investigative analyst.
  • Experience with database checks and credit report interpretation.
  • Proficient in routine office administrative support functions.
  • Strong analytical skills to review and analyze various types of incoming materials and investigative reports.
  • Minimum of two years of experience in developing and writing Reports of Investigation.
  • Proficient in Microsoft Office applications and internet research.
  • Familiarity with federal law enforcement and intelligence community IT systems.
  • Experience with commercial and federal government database systems.
  • Strong oral and written communication skills.
  • Bachelor's Degree with two years of experience or Associate's Degree with four years of experience.

Preferred Qualifications:

  • Understanding of security-related investigative guidelines, including Federal Investigative Standards, Security Executive Agent Directives, Executive Orders, and U.S. Code of Federal Regulations.
