Program Manager Job Description

Aretum is seeking an experienced Program Manager to lead and manage programs for the Cybersecurity and Infrastructure Security Agency (CISA). The successful candidate will have the opportunity to deliver technology-driven solutions that meet the unique needs of our government clients.

The Program Manager will oversee all aspects of the program, ensuring efficient execution and adherence to timelines and budgets. This includes designing and maintaining the project plan, aligning resources, managing to deliverable deadlines, and contract management to maintain cost control, schedule, and quality of all services and products.

The ideal candidate will have at least 10 years of program management experience, with a strong background in risk management, issue resolution, problem solving, and customer service. They will also possess excellent analytical, written, and verbal communication skills, as well as proficiency in data analysis to provide strategic advice and technical guidance.

The Program Manager will serve as the primary liaison between the Contractor, Contracting Officer, Contracting Officer Representative (COR), and other stakeholders. They will use Microsoft Excel and Power BI to analyze data and create visualizations to inform leadership decision making.

Responsibilities
  • Oversee and manage all aspects of the program, ensuring efficient execution and adherence to timelines and budgets.
  • Design and maintain the project plan, alignment of resources, management to deliverable deadlines, and contract management to maintain cost control, schedule, and quality of all services and products.
  • Translate complex concepts and solutions into deliverables ranging from standard operating procedures, project management plans, and other guidance documents to PowerPoint presentations, one-pagers, newsletters, emails, job-aids, checklists, and other communication materials.
  • Conduct detailed analysis, evaluation, and provide recommendations for improvements, optimizations, development, and maintenance efforts related to client-specific or mission-critical challenges and issues.
  • Maintain records and documentation pertaining to program activities, milestones, and deliverables.
  • Collaborate with clients to define needs and problems, supervise studies, and lead surveys to collect and analyze data, offering strategic advice and recommending solutions.
  • Serve as the primary liaison between the Contractor, Contracting Officer, Contracting Officer Representative (COR), and other stakeholders.
  • Use Microsoft Excel and Power BI to analyze data and create visualizations to inform leadership decision making.
Requirements
  • Must have at least 10 years of program management experience.
  • Experience consulting with senior level DHS clients, managing and supervising staff, and leading multi-disciplinary teams on performance-based projects to ensure goals and objectives are achieved.
  • Experience with risk management, issue resolution, problem solving, and customer service.
  • Current Project Management Institute (PMI) Project Management Professional, Program Management Professional certification.
  • Proficiency in data analysis to provide strategic advice and technical guidance.
  • Possess excellent strong analytical, written and verbal communication skills.
  • Bachelor's Degree.
  • Ability to obtain/maintain DHS suitability.
