Wastewater Treatment Operations Supervisor

Overview
Under general oversight, this position is responsible for managing the routine operations of wastewater treatment and coordinating sewage pumping and treatment activities at a wastewater treatment facility.
Key Responsibilities
- Oversees or assists in the management of operators engaged in routine wastewater treatment processes, including training and coordinating pumping and treatment operations, along with solids processing activities. This includes inspecting operational equipment and managing plant computer control systems.
- Directs the wastewater treatment process, ensuring that necessary adjustments are made to maintain effluent quality and ensure continuous plant operation. This includes both remote and manual operation of valves and gates, with a strong emphasis on safety protocols.
- Coordinates the collection of process samples and manages their transport. Evaluates current conditions and trends to recommend process modifications that enhance efficiency and effectiveness. Must be knowledgeable about applicable effluent regulations and treatment processes.
- Provides guidance to labor crews in preparing process units for operation and maintenance. May supervise shift laborers.
- Assists in scheduling plant maintenance and construction projects to minimize process interruptions and ensure employee safety.
- Completes necessary documentation, including record-keeping, malfunction reports, performance evaluations, and daily operational logs in a timely manner.
- Responds promptly and effectively to treatment plant disturbances and emergency situations.
- Operates the Distributed Control System (DCS) for monitoring and managing plant operations.
Additional Duties
- Conducts specialized sampling and treatment evaluation programs as required.
- Maintains cleanliness of probes and other equipment.
- Orders laboratory and operational supplies as needed.
- Facilitates facility tours.
- Performs other assigned responsibilities.
Work Environment
This role may involve exposure to various mechanical equipment, loud noises, and unpleasant odors. Work may be conducted in diverse weather conditions throughout the facility and collection system.
Required Knowledge, Skills, and Abilities
- Extensive knowledge of equipment used in wastewater treatment processes, particularly in computerized settings.
- Strong understanding of mechanical pump operations and adjustments.
- Familiarity with wastewater treatment standards as per EPA and NPDES guidelines.
- Solid grasp of safety principles and practices.
- Thorough knowledge of laboratory measuring devices and sampling equipment.
- Ability to make informed decisions based on DCS trends, operational parameters, sample results, and environmental conditions.
- Competence in interpreting various dials, meters, and gauges.
- Proficient in maintaining detailed logs of activities.
- Ability to effectively plan and supervise the work of others to foster high performance and morale.
- Skilled in using gas meters and safety equipment to detect hazardous gases and oxygen levels.
Minimum Qualifications
Graduation from a standard high school or equivalent, along with four years of experience in wastewater treatment plant operations at a facility with a Group 1 designation by the Illinois Environmental Protection Agency.
Substitution Options
- Full-time study at an accredited college or university in engineering or science may substitute for required experience on a year-for-year basis.
- Completion of a one-year full-time certificate program for wastewater treatment system operators may substitute for one year of required experience.
- Completion of comprehensive wastewater treatment plant operations courses may substitute for three months of required experience for each course taken, up to a maximum of one year.
- Possession of a Class 4 certificate of competency in wastewater treatment operations may substitute for one year of required experience.
- Possession of a Class 3 or higher certificate of competency in wastewater treatment operations may substitute for two years of required experience.
Promotional Requirements
- One year of service with the District as a Treatment Plant Operator I.
- Civil service status as a Treatment Plant Operator I.
