Position Overview:
The IT Business Consultant plays a crucial role in managing various IT applications on a daily basis. This position is responsible for supporting the analysis, implementation, testing, and configuration of essential applications.


This role emphasizes collaboration between business stakeholders and development teams to define requirements and user stories, document test plans and cases, identify acceptance criteria, and assist in testing and deployment processes.

Proficiency in SQL and data analysis is highly valued. The consultant will provide operational expertise on process improvement initiatives and projects, working closely with internal business partners to comprehend and design effective system solutions.

Key Responsibilities:
50% of the role involves Project Delivery and System Analysis. The consultant will offer operational expertise on process enhancement initiatives and collaborate with third-party vendors. Engage with various affiliates to understand, document, and design system solutions that facilitate seamless processing. Ensure that application configurations align with new processes and system interface designs that are part of enterprise initiatives. Act as a subject matter expert in project-related meetings.

Responsible for documenting, tracking, and reporting on all outstanding vendor issues. Identify trends and patterns in unresolved issues, reporting to the vendor and/or relevant teams as necessary.


Additional Responsibilities:
Conduct special projects and undertake additional duties as required.

Lead the requirements gathering process by engaging with stakeholders to understand their needs, translating them into clear requirements and design documents.

Analyze business processes, systems, data structures, and flows, providing recommendations for enhancements.

Design and develop business intelligence models, dashboards, and reports to support informed decision-making.

Utilize data analysis techniques to convert raw data into meaningful insights.

Visualize data through various methods, including data visualization tools, heat maps, and infographics.

Create process maps to document current and/or desired business processes.

Develop operational and financial models to forecast outcomes and optimize processes.

Design technical solutions to meet business requirements.

Produce written reports to deliver insights and recommendations to stakeholders.

Present findings and recommend solutions to stakeholders.

Provide project management support to ensure successful implementation of solutions.

Employ problem-solving skills to dissect complex issues and develop effective solutions.

Maintain effective communication with stakeholders throughout all project stages.

Develop technical writing deliverables, such as requirements documents, technical specifications, and user manuals.

Required Experience/Skills:
Strong understanding of system development life cycle concepts, practices, and procedures.

Proficient in business and system workflow documentation methods.

Excellent analytical and organizational skills.

Experience in business analysis, Agile methodologies, requirements gathering, Excel pivot tables, and SQL.

Strong verbal and written communication skills, along with good negotiation abilities.

A collaborative team player.

Detail-oriented with sound judgment.

Able to work effectively both independently and as part of a team.

Capable of managing multiple tasks simultaneously and meeting established deadlines.

Able to lead system designs, development projects, or problem-solving efforts.

Ability to maintain confidentiality regarding sensitive information.

Education and Experience:
A Bachelor's degree in a computer science field and a minimum of five years of experience in system analysis and testing.

Prior experience in state government is highly desirable.
