Job Overview:

The Economic Empowerment Program Senior Manager will lead the initiatives aimed at enhancing economic self-sufficiency within the Sacramento region. This role is pivotal in steering the Economic Empowerment programs and collaborating with the Sacramento Leadership team. Key duties encompass business development, ensuring adherence to grant stipulations, overseeing program managers, guaranteeing high-quality client services, and fostering community collaborations. Additional responsibilities include securing and expanding program funding while aligning initiatives with strategic objectives and diversity and inclusion (DEI) efforts. This position will also play a crucial role in supporting overall office leadership and enhancing client programming within the Sacramento IRC office. Reporting to the Sacramento Site Director, this role is essential for the success of our mission.

Responsibilities:

Program Management
  • Oversee the Economic Empowerment programs in Sacramento.
  • Ensure accountability for program outcomes, compliance, and service delivery in workforce development, early employment, youth education, financial empowerment, and New Roots initiatives.
  • Manage program budgets in close collaboration with department managers and coordinators, including client assistance spending plans, expense monitoring, and budget forecasting.
  • Regularly compile and present program reports.
  • Ensure compliance with case file management and reporting standards, including case file maintenance, regular reviews, and data management for all Economic Empowerment Programs.
  • Support Sacramento Leadership team managers in partnership development and strategic decision-making.
Staff Supervision and Development
  • Direct and indirect supervision of Economic Empowerment staff, interns, and volunteers, including recruitment, hiring, and training.
  • Clarify job expectations and performance objectives for all direct reports, following up on annual performance reviews and goal-setting processes.
  • Participate in the Sacramento Senior Leadership Team to ensure a cohesive, client-centered approach to programming and foster an inclusive culture at the IRC in Sacramento.
  • Implement and oversee long-term career development plans for staff, focusing on retention.
  • Provide skill development opportunities based on staff interests and client needs.
Program Design and Development
  • Develop recommendations for program integration related to bundled economic empowerment services and collaborate with other IRC departments.
  • Build and maintain long-term relationships with local stakeholders to enhance service delivery partnerships.
  • Collaborate with the Site Director and development team to design new programs and draft proposals for Economic Empowerment opportunities across all IRC Sacramento initiatives.
  • Engage with Economic Empowerment teams across Northern California and the national network to share insights and innovate collectively.
  • Perform other related duties as assigned.
Key Working Relationships:

Position Reports to: Sacramento Site Director
Position directly supervises: Economic Empowerment Managers, Coordinators, and staff

Indirect Reporting: Northern California Executive Director
Other Internal and/or external contacts:

Internal: Develop working relationships with Finance, Development, HQ Employment Program teams, and Community Engagement to support program goals.

External: Build relationships with related organizations, local stakeholders, and employers.

Job Requirements:

Education:
A 4-year degree in Business, Not-for-profit Management, Public Administration, International Development Management, or a related field is preferred.

Work Experience:
  • 5+ years of relevant experience in Social Services, Non-Profit Management, or related fields, including at least 3 years in a managerial role.
  • Experience in social services, economic empowerment, workforce development, public service, or non-profit environments.
  • Strong understanding of program management principles.
Demonstrated Skills and Competencies:
  • Experience managing teams and multi-donor funded programs.
  • Proficient in budget management and donor report preparation.
  • Deep understanding of Economic Empowerment principles as they relate to underserved populations, including employment and financial literacy.
  • Proven ability to communicate effectively in a multicultural environment and manage pressure.
  • Knowledge of state and county workforce development systems.
  • Strong planning, organizational, and interpersonal skills.
  • Excellent analytical and reporting capabilities.
  • Ability to work independently and as part of a team.
  • Valid driver's license and reliable vehicle required for travel within the service area.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook).
Language Skills:
  • Fluency in written and spoken English.
  • Fluency in an additional language relevant to current refugee populations is desirable (e.g., Arabic, Farsi, Pashto, Tigrinya, Burmese, Spanish, Amharic).
