Position Overview:

The role is accountable to the Director of Human Resources, focusing on management-employee relations, talent acquisition, talent development, military personnel, and fostering a performance-driven culture to achieve strategic objectives across the organization.

Key Responsibilities:
  • Act as a consultant to senior leadership on workforce-related issues, particularly in employee discipline and performance management.
  • Oversee the administration of programs related to reasonable accommodations, anti-harassment, and administrative grievances.
  • Supervise HR personnel in areas such as Management-Employee Relations, Talent Acquisition, and Performance Culture.
  • Assist in strategic planning and implementation of university-wide initiatives aligned with organizational goals.
  • Develop and maintain HR programs in compliance with federal and DoD regulations, integrating industry best practices.
  • Provide expert guidance to management on complex recruitment and placement challenges.
  • Design talent management strategies to cultivate a high-performance work environment.
  • Analyze industry human capital strategies and adapt best practices to enhance organizational performance.
  • Utilize metrics and data analysis to recommend improvements to leadership for informed decision-making.
  • Conduct assessments of organizational competency needs and create plans to address skill gaps through talent acquisition or development.
  • Represent the organization in high-level discussions with executive, government, and defense agencies to establish best practices.
  • Manage priorities for the Human Resources Directorate and regional HR representatives.
  • Conduct research, draft policies, and ensure compliance with EEO, OPM, and DOD DCPAS guidance.
Supervisory Duties:

Perform a full range of supervisory responsibilities in accordance with established standards.

Qualifications:

U.S. Citizenship is required. Males must be registered for Selective Service. This position may require obtaining and maintaining a security clearance.

Specialized experience is defined as:

  • Experience advising senior leaders on complex issues.
  • Background in Human Resources or related legal fields.
  • Proven experience in leading teams.
