The City of New York's Department of Environmental Protection (DEP) is dedicated to enhancing the environment and safeguarding public health for all residents by delivering 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and mitigating air, noise, and hazardous materials pollution.

DEP stands as the largest combined municipal water and wastewater utility in the nation, employing nearly 6,000 individuals.

DEP's water supply system encompasses 19 reservoirs and 3 controlled lakes across a 2,000 square mile watershed that extends miles north and west of the City.

The Bureau of Wastewater Treatment (BWT) oversees the operation and maintenance of all facilities associated with sewage treatment throughout the five boroughs.

This includes 14 wastewater treatment plants, sludge dewatering facilities, collection facilities (pumping stations, combined sewer overflow retention facilities, regulators, tide gates, etc.), wastewater laboratories, and harbor vessels.

Under the guidance of the Section Chief, the selected candidate will function as a SCADA Support Specialist for the designated BWT wastewater treatment facilities.

The SCADA Support Specialist will act as the subject matter expert (SME) on the facilities' SCADA system and its related components, including network, security, backup, and data management.


Job Functions:

  • Oversee and deliver daily maintenance and support for all components associated with the facilities' operational technology environment.
  • Responsible for the configuration, installation, support, and upkeep of all monitoring and control equipment, including electronic sensing devices, Remote Terminal Units (RTUs), Programmable Logic Controllers (PLCs), Human Machine Interfaces (HMI), data communications equipment and services, computer hardware, and other telemetry devices.
  • Collaborate with third-party vendors/contractors to ensure proper installation, reliability, accuracy, and maintenance of all computer hardware and supporting control systems linked to the Supervisory Control and Data Acquisition (SCADA) system.
  • Coordinate with field technicians and IT divisions to support the operation and upgrades of telemetry equipment and communications infrastructure.
  • Work with operating and maintenance personnel to ensure proper calibration, repair, and maintenance of sensors, instruments, and telemetry equipment.
  • Maintain the facility's network devices, data backup, antivirus, patch management, and PLC backup systems. Troubleshoot and resolve computer system issues (hardware/software).
  • Document SCADA systems and processes comprehensively.
  • Implement and uphold local security and cybersecurity protocols and standards established by the IT management group.
  • Travel to and provide support for SCADA systems at other facilities as required.

Key Responsibilities:

  • Deliver technical support for SCADA systems, including troubleshooting and problem resolution.
  • Assist in the design, implementation, and maintenance of SCADA systems.
  • Configure and test SCADA software and hardware to ensure optimal functioning.
  • Collaborate with cross-functional teams to identify and resolve issues with SCADA systems.
Minimum Qualifications:

A baccalaureate degree from an accredited college, including or supplemented by twenty-four semester credits in computer science or a related field, along with two years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or
A four-year high school diploma or its educational equivalent and six years of full-time satisfactory software experience as described above, including one year in a project leader capacity or as a major contributor on a complex project; or
A satisfactory combination of education and experience that is equivalent to or above.

College education may be substituted for up to two years of the required experience based on the premise that sixty semester credits from an accredited college equate to one year of experience.

A master's degree in computer science or a related field may substitute for one year of the required experience.

However, all candidates must possess a four-year high school diploma or its educational equivalent, plus at least one year of satisfactory full-time software experience in a project leader capacity or as a major contributor on a complex project.


NOTE:

To have your experience accepted as Project Leader or Major Contributor experience, you must provide detailed explanations of how your experience qualifies you in these roles.

Experience in computer operations, technical support, quality assurance (QA), hardware installation, help desk, or as an end user will not be accepted for meeting the minimum qualification requirements.
Special Note:

To be eligible for placement in Assignment Level IV, individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or online applications programming.
