Program Overview:
PHS manages substantial private and public funding, including federal, state, and city resources, aimed at improving public health and human services for at-risk communities. Our comprehensive contracting and management services empower organizations vital to the public health of New Yorkers with the necessary funding and administrative expertise to implement projects effectively.
Role Summary:
Reporting to the Senior Director, the Portfolio Manager will lead a team of contract professionals in overseeing the administration of intricate contracts and agreements, primarily funded by government sources. This role involves ensuring compliance with relevant regulations and PHS policies.
Key Responsibilities:
- Direct and mentor a team of Senior Contract Managers, Contract Managers, Contract Coordinators, and Contract Support Analysts throughout the entire contract management lifecycle, from inception to execution, monitoring, and closure. Ensure accountability to both internal teams and external stakeholders.
- Guarantee adherence to all policies and procedures regarding contract negotiation, monitoring (both programmatic and fiscal), amendments, and closure; comprehend funding agreements; and produce accurate and timely work.
- Promote teamwork and unity within the Portfolio and across PHS departments, fostering an environment where diverse ideas can be discussed, conflicts resolved swiftly, and collaboration thrives.
- Collaborate with the PHS Procurement Team in the request for proposal processes by reviewing and refining concept papers and draft solicitations.
- Continuously seek improvements and streamline processes to enhance compliance and efficiency.
- Advise the Senior Director on solicitation and contract matters, identifying risks, facilitating internal reviews, and resolving issues; exercise sound judgment regarding the involvement of other organizational parts or upper management.
- Effectively manage relationships with internal leadership, external stakeholders, subrecipients, and vendors to resolve contract issues optimally.
- Represent Public Health Solutions in external forums related to the Portfolio.
- Perform additional related duties as assigned.
Qualifications:
- Bachelor's degree with a minimum of 8 years of relevant experience.
- At least 5 years of experience managing government-funded contracts, including the development and review of funding agreements, budgets, scopes of work, and financial statements.
- In-depth knowledge of applicable federal, state, and local laws and regulations concerning the receipt and distribution of funds through agreements with subrecipients, contractors, and consultants. Familiarity with CDC, HRSA, ASPR, and/or NYC Health and Human Services policies is preferred.
- Prior supervisory experience is essential.
- Strong negotiation and drafting skills, with an understanding of key issues in government contracts and the ability to advise senior management on spending implications and compliance with scopes of work.
- Excellent analytical and problem-solving abilities.
- Proven capability to manage work under tight deadlines and pressure.
- Strong interpersonal skills with a collaborative approach to achieving common goals.
- Adaptable and open to change, driving organizational improvements.
- Exceptional verbal and written communication skills.
- Proficient in Microsoft Office.
