Job Summary

The City and County of San Francisco is seeking a highly skilled and experienced Employee and Labor Relations Director to join our Human Resources team. This is a critical role that will oversee the development and implementation of labor relations strategies, policies, and procedures to ensure a positive and productive work environment for all employees.

The ideal candidate will have a strong background in labor relations, human resources, and employee engagement, with experience in negotiating collective bargaining agreements, managing grievances, and providing training and guidance to managers and supervisors.

Key Responsibilities
  • Develop and implement labor relations strategies, policies, and procedures to ensure a positive and productive work environment for all employees.
  • Negotiate collective bargaining agreements and manage grievances in accordance with City and County of San Francisco policies and procedures.
  • Provide training and guidance to managers and supervisors on labor relations issues, including disciplinary actions, grievances, and employee coaching.
  • Collaborate with the Human Resources Director and other stakeholders to develop and implement employee engagement strategies and initiatives.
  • Monitor and analyze labor relations trends and issues, and provide recommendations for improvement.
Requirements
  • Seven (7) years of professional human resources experience in a complex organization, with at least three (3) years of supervisory experience.
  • Four (4) years of experience directly related to labor relations, including negotiating collective bargaining agreements and managing grievances.
  • Experience working with large public-sector, government, or private organizations.
  • Extensive experience with contract negotiations and working with complex unions.
  • Strong analytical and problem-solving skills, with the ability to think critically and strategically.
  • Excellent communication and interpersonal skills, with the ability to build strong relationships with employees, managers, and stakeholders.
