Job Summary

The Director of Labor Relations is a critical role within UC San Diego Health, responsible for overseeing the management of labor relations resources across the organization. This position involves setting objectives, creating work plans, and assigning tasks to direct reports, as well as reviewing and approving recommendations for labor relations programs and practices.

Key Responsibilities
  • Establish department priorities and goals, delegate work assignments, and manage fiscal and HR resources to ensure the achievement of goals and objectives.
  • Administer all collective bargaining agreements for the organization and have final responsibility for interpreting the agreements.
  • Makes recommendations and implements decisions on issues that have department-wide impact, including operational and budget processes, staff FTE, finance, human resources, and space planning.
  • Guide administrative dispute process and represent the organization in proceedings, grievances, and final and binding arbitrations.
  • Develop and guide effective bargaining strategies that will lead to desired outcomes and conduct local negotiations in various bargaining units.
  • Work in a highly collaborative manner with people of diverse cultures and at all levels to effectively advise location managers and human resource professionals on highly complex labor relations and employment law implications.
  • Provide strategic oversight and develop a team of labor relations specialists to educate, support, and coach leaders, managers, and employees as they navigate labor relations processes and collective bargaining agreements.
  • Effectively manage assigned staff, including developing individuals and providing cross-training, and meet annual goals assigned by leadership while remaining within allocated budget guidelines.
Requirements
  • Bachelor's degree in a related area, and eight or more years of relevant experience, or equivalent combination of experience, education, and training.
  • Advanced knowledge of labor/employment law and the principles and techniques of labor negotiations, which must be continually updated.
  • Highly effective negotiation and communication skills, with the ability to handle extremely difficult or volatile situations and individuals.
  • Demonstrated ability to work in a highly collaborative manner and recognize issues that have organizational impact or future implications.
  • Specialized knowledge of other areas within the human resources function, including compensation, employee relations, and employee benefits.
  • Highly effective decision-making, problem-solving, critical thinking, project, and initiative management, and organizational leadership skills.
  • Thorough knowledge of the organization's policies and procedures relating to budget and HR-related matters.
